INVITATION TO TENDER FOR THE PROVISION OF CIVIL AND DREDGING OPERATIONS AND MAINTENANCE SERVICES FOR EKULAMA 1,2, AND AWOBA FLOWSTATIONS IN PML 55, 56, AND 57.

(1.0) INTRODUCTION
Newcross Exploration and Production (Nigeria) Limited, acting as the Operator of the NNPC and NewcrossEP Joint Venture, invites reputable and competent companies to apply for the provision of preventive and reactive civil and dredging services. These services will support operations at the Ekulama 1, Ekulama 2, and Awoba flowstations and fields located within PML 55,56, and 57. The contract is expected to have an initial primary term of five years with an optional extension of two years.
(2.0)SCOPE OF WORK
The selected contractors will be responsible for providing all necessary project management and technical services required to maintain facility access and operational integrity.
The scope includes the following activities:
- Survey activities such as reconnaissance and control for construction, pillar establishment, and post-dredge surveys.
- General site preparation including bush clearing and excavation.
- The construction of bundwalls and various shoreline protection works.
- Dredging and sweeping works for both new and old wellhead slots.
- The creation of access points for wellhead locations and slots.
- Clearing of silted swamp routes to maintain access and channels for marine navigation during operations.
- Piling for foundations and other structural concrete works.
- Comprehensive project management including the submission of weekly reports, safety plans, and quality control documentation.
(3.0) MANDATORY REQUIREMENTS
- To be eligible for this tender, interested bidders mu prequalified in the NipeX Joint Qualification System (NJQS) database under category 3.06.05 and 3.05.08, which covers Civil Works and Building Contract Services.

- All bidders must fully comply with Nigerian Content requirements within the NipeX system to be considered eligible.
(4.0) NIGERIAN CONTENT DEVELOPMENT STRATEGY
- Tenderer shall demonstrate that entity is a Nigerian- registered company with 51% or more shareholding capacity. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.). Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and NUPRC.
- Tenderer shall demonstrate detailed description of the location of in-country committed facilities & infrastructure (not limited to administrative office, project management office) in Nigeria to support this contract.
- Tenderer shall provide evidence of Category 1,2,3,4 or 5 Construction and Moveable Equipment (EC) group NCEC demonstrating ownership of dredging equipment (not limited to Bulldozer, Excavator, Grader, Payloader, Forklift, Crane, etc.) to be utilized in the execution of the work scope.
- Tenderers shall Demonstrate ownership of marine assets (Dredger, Tugboat) having valid Nigerian Content Marine Vessel Certificate (NCMVC).
- Tenderer shall provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
- Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, manhour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
(5.0) CLOSE DATE
Only bidders who are registered with the NJQS category 3.06.05 and 3.05.08 as of the closing date on 28 May, 2026 at advert close time as 4:00pm will be invited to submit technical bids.

- Prequalification for this service category in NJQS is mandatory for all interested companies.
