(1) The Federal Government of Nigeria (FGN) has received financing from the World Bank toward the cost of the Livestock Productivity and Resilience Support (L-PRES) Project, State Coordination Office (SCO), Taraba State intends to apply part of the proceeds toward payments under the contract for the Construction of 7 No. Solar Powered Boreholes with Other Ancillaries in 7 No. Grazing Reserves, Construction of 3 No. Water Harvesting Infrastructure in 3 Pastoralist Communities and Establishment of Waste Management System in Taraba State.
(2) The Taraba L-PRES now invites sealed Bids from eligible Bidders for the Construction of 7 No. Solar Powered Boreholes with Other Ancillaries in 7 No. Grazing Reserves, Construction of 3 No. Water Harvesting Infrastructure in 3 Pastoralist Communities and Establishment of Waste Management System in Taraba State (with a completion period of 6 months).
(3) Name of the Works: Construction of 7 No. Solar Powered Boreholes with Other Ancillaries in 7 No. Grazing Reserves, Construction of 3 No. Water Harvesting Infrastructure in 3 Pastoralist Communities and Establishment of Waste Management System in Taraba State.

(4) Bidding shall be conducted through Open National Procurement (ONP) Process using Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing, Revised Edition of February 2025 (“Procurement Regulations”), address available on www.worldbank.org/procure and is open to all eligible Bidders as defined In the Procurement Regulations.
(5) Interested eligible Bidders may obtain further information from State Project Coordination Office – Livestock Productivity and Resilience Support (L-PRES) Project No. 9, Suleiman Zubairu Street Off Jolly Nyame Road, Jalingo, Taraba State, Nigeria and purchase the Bidding document during office hours 0900 -1600 at the add ress given above.
(6) The Bidding document In English may be purchased by interested eligible Bidders upon the submission of a written application to the address above and upon payment of a non-refundable fee of One Hundred Thousand Naira (NGN 100,000.00) only for each package. The method of payment will be by bank draft or direct transfer in favour of the following: Bank: Zenith Bank; Acct Number: 1310304626; Acct Name: Taraba St L-PRES Project Bidding Account; Proof of payment to be presented at the address above. At the bidder’s request, the documents could also be sent by courier after paying an additional fee to cover the delivery cost.
(7) Bids must be delivered to the address above on or before 12 noon on Thursday, 11 June, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened In the presence of the Bidders designated representatives and anyone who chooses to attend at the address below by 12 noon on Thursday, 11 June, 2026.
(8) All Bids must be accompanied by a “Bid Security” of the amount stated In the table above.
(9) Attention is drawn to the Procurement Regulations requiring the Borrower to disclose Information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the 8enefkial Ownership Disclosure Form as included In the bidding document.
