The Adamawa state Ministry of Education and Human Capital Development wishes to inform eligible selected and interested /Consultants/contractors, and suppliers that the Ministry is informing to undertake procurement process for the procurement of Goods as provided by Adamawa State Bureau of Public Procurement in line with section 8 sub-section 1 (i) of the state public procurement Law of 2020 as amended.

Scope of the Supply

Eligibility Requirements
The Bidder shall submit with it tender the following additional documents:
(a) Certificate of Registration with Corporate Affairs Commission.

(b) Registration as Contractor/Service provider in Adamawa State with    Bureau of Public Procurement.

(c) Evidence of VAT Registration and Remittance with TIN

(d) Copies of immediate past 3 years Tax clearance certificate (2023, 2024 and 2025).

(e) Evidence of immediate past 3 years of company’s audited report (2023, 2024 and 2025).

(f) Evidence of compliance with ITF amendment Act 2011 by inclusion of certificate of compliance from the Industrial Training Fund valid till 31st December, 2026.

(g) Evidence of compliance with Pension Reform Act 2004 by inclusion of Certificate of compliance from the National Pension Commission valid till 31st December, 2026.

(h) Evidence of compliance certificate with Employees Compensation Act (ECA) 2010 (Registration with NSITF) valid till 31st December, 2026.

(i) Evidence of similar Jobs carried out

(j) A sworn affidavit certifying as follows:

(i) That none of the Directors of the company seeking for pre-qualification/financial has ever been convicted by any court of law or declared bankrupt.

(ii) That none of the officers of the Adamawa State Ministry of Education/Adamawa State Bureau of Public Procurement is/are former or present Director of the company.

(k) All documents for submission must be transmitted with a covering/forwarding letter under the company/firms letter Head paper bearing amongst others, the registration number (RC) as issued by the corporate Affairs Commission (CAC), contact address and Telephone Number (preferably GSM No.) and E-mail Address.

Collection of Tender Documents
All invited and qualified companies should collect their tender documents from the Procurement Department of the Adamawa State Ministry of Education and Human capital development, Yola on a deposit of a non-refundable fee of N50,000 for the Construction Projects, Payment is to be made in room 241 from 8:00 am to 4:00 pm local time (Monday to Friday).
Opening of Bids
The financial Bids will be opened immediately after the dateline for submission by 11:00 in the morning on 18 June, 2026 at Ministry of Education and Human Capital Development Conference Hall in the presence of bidders or their representatives. Please be sure to sign the bid submission register during the bid opening session.

(a) Bids must be in English language and signed by an official authorized by the Bidder.

(b) Nothing in this advertisement shall be considered a commitment on the part of ADSMoE&HCD, nor shall it entitle responding firms to seek any indemnity from ADSMoE&HCD. ADSMoE&HCD is not bound to pre-qualify any bidder and reserve the right to annul the Procurement process at any time without incurring any liabilities in line with the provisions of the Adamawa State Public Procurement Law, 2020 as amended.

(1) The Adamawa State Ministry of Education and Human Capital Development is seeking Quotations for the Procurement of Start-Up Packs for Alternative Education Learner Completing literacy, Numeracy and Life Skills Programme under AGILE Project in Adamawa State.

(2) Your quotation including Form of Quotation and filled-in Section 2 “Priced Activity Schedule (or alternatively Bill of Quantities)” should be submitted Via: saas.bidding/adsbpp.com by 11:00 AM on or before 01, 18 June, 2026.

(3) The price of your quotation shall clearly indicate the total price, and the time and place of delivery of the goods. The goods shall be supplied and installed at the place of delivery Ministry of Eduq1cation and Human Capital Development Adamawa State within Four (4) Weeks from the date of contract signing.

(4) Your quotation shall be valid for a period of Ninety (90) days from the deadline for submission of the quotation, your quotation shall include the signed Form of Contract, which will become the contract in case your quotation is retained.

(5) Kindly note while preparing your quotation to build in other applicable taxes as follows:

(a) State University Levy: 2.5%

(b) Stamp duty: 1%

(c) Legal Fee:1%

(d) ADSBPP: 0.25

(e) Audit Fee: 0.6

(f) WHT: 2%

(6) You are required to bid for ALL items in the BOQ/ Activity schedule. A partial bid will not be accepted. In evaluating the quotations, the Adamawa State Ministry of Education and Human Capital Development will adjust for any arithmetical errors as follows:

(a) where there is a discrepancy between amounts in figures and in words, the amount in words will govern;

(b) where there is a discrepancy between the total price in the Priced Activity Schedule (or Bill of Quantities) or the quoted amount indicated in the Form of Quotation, the total price in the Priced Activity Schedule (or Bill of Quantities) shall govern;

(c) where there is a discrepancy between the unit rate and the line-item total resulting from multiplying the unit rate by the quantity, the unit rate as quoted will govern; and

(d) if you refuse to accept the correction, your quotation will be rejected.
