(1) ITRODUCTION
(1.1) The National Centre for Agricultural Mechanization (NCAM) is a Research Institute under the Agricultural Research Council of Nigeria (ARCN) of the Federal Ministry of Agriculture and Food Security (FMAFS) with the overall mandate to mechanize Nigerian agriculture through innovative research that will lead to the development of simple and low-cost technologies for removing drudgery in farming and processing agricultural produce, thereby improving food security.

(3) ELIGIBILITY REQUIREMENTS
(a) Prospective bidders must possess the under-listed requirements to be eligible to participate in these procurements;
(b) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), including Forms CAC 2 &CAC 7; Business name with form BNI is also acceptable for consultancy services;
(c) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2023, 2024 and 2025) valid till 31st December, 2026; with minimum turnover for each project as specified in the Bidding Document;
(d) Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(e) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
(f) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
(g) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP;
(h) Sworn Affidavit disclosing whether or not any officer of relevant committees of National Centre for Agricultural Mechanization or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars;
(i) Company’s Audited Accounts for the last three (3) years 2023, 2024, 2025;
(j) Reference Letter from a reputable Commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
(k) Company profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc);
(l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photograph of the projects;
(m) Works: List of Plants/Equipment with proof of Ownership/Lease;
(n) Only Companies included in the National Automotive design and Development Council’s approved list of local manufacturers of Vehicles or their authorized representatives should bid for the procurement of Vehicles.
(o) Evidence of Centre for Management Development (CMD) certification (for Skill acquisition/Training);
(p) Evidence of National Information Technology Development Agency (NITDA) certification/ Computer Professional Registration Council of Nigeria (CPN) Certification; (for ICT jobs)
(q) For Payment of Grant: Evidence of CBN’s current Payment Solution Service Provider Licence:
(r) Electricity Jobs: Evidence of current License issued by Nigerian Electricity Management Services Agency (NEMSA);
(u) For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
(t) For Joint Venture Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
(u) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm
(4) COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Procurement Officer, Administrative Building, National Centre for Agricultural Mechanization (NCAM), Ilorin on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the National Centre for Agricultural Mechanization (NCAM’s) Remita Account in any reputable Commercial Bank in Nigeria Companies bidding for consultancy services and pre-qualification will not pay at this stage until after short-listing/pre-qualification.
(5) SUBMISSION OF EOI
Interested Companies are to submit two (2) bound copies of an Expression of Interest (EOI) in hard copy and one soft copy in Ms Excel format, as applicable, separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to:

(6) SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in two sealed envelopes and clearly marked as “Technical Bid or Financial Bid”. (7) OPENING OF EOI DOCUMENTS
The EOI and Pre-qualification documents will be opened immediately after the deadline for submission at 12:00 Noun Monday 29 June. 2026 at the NCAM Ultra-Modern Training Centre (Glass House)
(8) OPENING OF TECHNICAL BIDS (INVITATION TO TENDERS)
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 13 July, 2026 at the NCAM Ultra-Modern Training Centre (Glass House) of the National Centre for Agricultural Mechanization (NCAM). Ilorin, while the Financial Bids will be kept un-opened.

(9) GENERAL INFORMATION
- Bids must be in English Language and signed by an Official authorized by the bidder,
- Bids submitted after the deadline for submission would be returned un-opened;
- Bidder should not bid for more than three (3) Lots
- All costs will be borne by the bidders:
- The Bids Opening will be covered by video recording with the physical presence of two (2) representatives of private sector professional bodies. Civil Society Organisation in the areas of Anti-Corruption/Transparency, interested Bidders and the general public;
- Invitation to Tender: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial Bids Opening while the Financial Bids of un- successful Bidders will be returned un-opened
- Invitation for Pre-qualification: Only pre-qualified companies at technical evaluation will be invited at a later date for collection of tender documents
- Expression of Interest: Only Shortlisted consultants will be invited at a later date for collection of Request for Proposals
- Tendering with false documents is an offense, which will leads to disqualification and prosecution
- Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
- while the financial bids of un-successful bidders will be returned un-opened;
- The National Centre for Agricultural Mechanization (NCAM) is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
