1. The ABIA STATE INTEGRATED INFRASTRUCTURE DEVELOPMENT PROJECT has received financing from the African Development Bank hereinafter called the Bank toward the cost of the CONSTRUCTION OF ROADS IN UNDER AFDB FUNDED ROADS, and intends to apply part of the proceeds toward payments under the contracts for (LOT 2 – 10). This bidding process will be governed by the Bank’s Procurement Framework. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.
2. The ABSIIDP now invites sealed Bids from eligible Bidders for the following Projects divided into Lots

3. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Framework and is open to all eligible Bidders as defined in the Procurement Framework.

5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of N 150,000 per LOT; the method of payment will be cash or equivalent deposit into the project Account provided.

6. Bids must be delivered to the address below on or before 12:00 Noon, Thursday, 10th September 2026. Electronic Bidding will only be permitted as an addition to the physical submission by means of a flash drive. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12:00 Noon, Thursday, 10th September 2026.
7. All Bids must be accompanied by a Bid Security of the amount stated in the table below.
