1. Introduction
The Abana Host Communities’ Development Trust in line with the Petroleum Industry Act (PIA) 2021 invites competent and qualified companies to submit Tenders for the underlisted Projects and Consultancy services in Effiat and Mbo Communities, Mbo Local Government Area, Akwa Ibom State.

2. List of Projects and Scope of Works

LOT 9Construction and Furnishing of a 4-Classroom Block at Ibaka Community Secondary School, Ibaka
LOT 10Provision of Solar-Powered Boreholes and Water Treatment Plants with Six Overhead Tanks at Uba, Eyeofai and Eyoudombo Villages in Enwang
LOT 11Total Rehabilitation and Furnishing of Community Comprehensive Secondary School, Uyenghen, Uda

3. Suppliers and Vendors of Goods and Services
LOT 12: Suppliers and Vendors of all kinds of Goods and Services (Ranging from technical equipment, Office Items, Household items, food items etc.) are invited for Prequalification.
Requirements: Please see items 1, 2, 3 and 6 of the eligibility requirements below.

4. Submission of Technical Tenders
Prospective Bidders are expected to forward soft copies of all Technical Tender documents to the TRUST email on or before the 31st of August 2026.

5. Opening of Bids
Technical Bids will be opened the day after the submission deadline which is 1st of September 2026. Only bidders whose Technical Bids are successful will proceed to the next stage of the bidding process.

6. Submission Guidelines:

  • Clearly indicate the LOT number(s) being tendered for on the cover letter.
  • Submit Technical Tenders on or before 31st of August 2026.
  • Only successfully prequalified bidders will be contacted and given the contract documents for Commercial Bids.

7. General Information

  • All Bids must be clear and signed by authorized representative of the Bidder.
  • Bidders should know that all costs associated with the Bids will be borne by respective bidders.
  • Any question regarding the Bids should be directed at the TRUST email address.
  • The Bid will be comprised of all documents in the eligibility requirements and a filled Bidders’ information form.
  • Bidders should be notified that their bids are liable for disqualification if:

➤ Documents submitted have proven to be false and incorrect.
➤ The bidder has submitted incompletely filled in format without attaching certified supporting document and credentials to establish their eligibility.
➤ The Bidders attempts to influence any member of the Tender Committee.
➤ Only pre-qualified bidders will be contacted and invited for commercial Bid.
➤ Bids are submitted after the deadline.

8. ELIGIBILITY REQUIREMENTS:

1 Company Profile:
a. Provide details of Organizational Structure and Type.
b. Catalogue of Past Company Activities.
c. CVs of Key Stakeholders of the Company.
2 Provide all necessary Statutory Requirements
a Certificate of Incorporation (Including Form CAC1.1, CAC2 and CAC7)
b Registration with relevant Government Agencies/ Professional Bodies.
3 Evidence of Financial Eligibility & Capacity
a Provide Company’s Three (3) years accounts audited by a licensed accountancy firm. Most recent account should not have an end of the year date more than 18 months
b Tax Clearance Certificates for the last three years.
c Submit evidence of capacity to fund the contract in part (At least 20%).
d Bank Reference Letter
4 Submit a detailed HSE Plan which includes the following:
a HSE Policies & Procedure
b. Route Risk assessment and Mitigation Plan.
5 Submit Corporate Organization Structure, showing ownership & Functional Relationship, line of Authority including particulars and CVs of persons occupying managerial positions.
6 Submit evidence of successful projects executed within the last five (5) years, including award letters and completion certificate.
