REQUEST FOR PROPOSAL FOR THE PROVISION OF SECURITY SERVICES FOR THE AFRICAN DEVELOPMENT BANK, NIGERIA COUNTRY DEPARTMENT

The African Development Bank (hereafter referred to as “The Bank”) invites qualified security service providers to submit proposals for the provision of security services to the Bank.

2) Bidders must originate from one of the Bank’s member countries, list of which is provided at https://www.afdb.org/en/countries

3) Evaluation will be conducted based on quality and price according to the criteria published in the Request for Proposal as outlined below:-

4) Pass /Fail evaluation criteria

  • Bidders must originate from one of the Bank’s member countries.
  • Provide Audited Financial Statements for the past three years (2023, 2024 and 2025 or latest). Minimum annual average turnover of NGN 900,000,000.00
  • The bidder shall have a minimum of 5 years’ experience and shall have successfully or substantially implemented as a prime contractor at least three assignments of a similar nature and complexity as a prime contractor.
  • Provide a certificate of Incorporation and all other statutory registration
  • Provide Tax clearance certificate of compliance in terms of Tax.

5. Technical evaluation criteria

  • Proposed methodology for implementation and understanding of the scope of work, with a detailed and creative approach to the assignment.
  • Company experience in similar assignments and working with development institutions or in corporate settings
  • Technical and Creative Capability
  • Team Composition and Key Personnel Qualifications
  • Sustainable Procurement

6. The Bank shall organize a mandatory pre-bid conference on the 3rd September 2026 at 10:00 am Nigerian time, at the African Development Bank, Nigeria Country Department located at 1521 Cadastral Zone A0, Off Memorial Close, Beside Silverbird Galleria, Central Business District, Abuja

7. Clarification Questions shall be communicated to tender_rdng@afdb.org not later than 11th September 2026

8. The Proposals shall be submitted in sealed 2 envelopes (Technical proposal envelope and Financial Proposal Envelope) delivered at the address below by 25th September 2026, 15.00 hours. The envelopes should be clearly marked:

9. The Bank will reject late proposals.
