INVITATION TO TENDER FOR THE PROVISION OF 5K / (1000-1500) HP LAND DRILLING RIGS SERVICES FOR SEPLAT WEST LIMITED

1.0 INTRODUCTION
Seplat West Limited, the operator of the NEPL/Seplat Joint Venture, hereby invites interested and prequalified companies with proven experience in the Provision of Land Drilling Rigs required to execute drilling, completion, and workover operations within the Western Assets on onshore wells for a contract period of two (2) years, with an option of an additional one (1) year at the Company’s discretion.

2.0 SCOPE OF WORK
The scope of work includes the provision of a 5K / (1000-1500) HP Land drilling rig, ancillary equipment, and related services. At a minimum, the contractor is expected to supply and provide the following:

  • Land Drilling Unit and Associated equipment
  • Consumables/Spare parts and
  • Other related equipment and personnel

The contract is expected to run for two (2) years with an option to extend for an additional one (1) year, subject to performance and project requirements.

3.0 MANDATORY REQUIREMENTS

  • To be eligible for this tender exercise, interested Companies are required to be pre-qualified in the relevant Product/Services categories of NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified contractors in this category will receive an invitation to Tender (ITT).

  • If you are not listed in a Product/Service category and you are registered with NUPRC (Nigerian Upstream Petroleum Regulatory Commission) to do business, contact NipeX office at Post Square Towers 1, 3 Ologun Agbaje Street, Off Adeola Odeku Street Victoria Island, Lagos, Nigeria with your NUPRC certificate as evidence for verification and necessary update.
  • To initiate the NJQS pre-qualification process, access www.nipex-ng.com click on the services tab followed by NJQS registration.
  • Any entity intending to bid as a joint venture/alliance must demonstrate a genuine alliance or joint venture with details on scope and responsibilities of parties for this work, and payment arrangements. Such companies must show evidence of joint venture via a legally binding agreement duly signed by the Chief Executive Officer (CEO) of both companies. In the absence of a binding legal agreement relating directly to this activity, the company submitting the response on behalf of the alliance/joint venture must supply a power of attorney authorizing it to do so.
  • Comply with the latest approved version of NCDMB HCD guidelines by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development, and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

4.0 NIGERIAN CONTENT REQUIREMENTS
SEPLAT West Limited, as an indigenous Exploration and Production Company in Nigeria, is committed to the development of the capabilities of Nigerian companies in compliance with the provisions of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 for Nigerian Content Development. Tenderers are to note that they will be requested in the technical tender to provide details of their relevant strategy to ensure that they fully comply with the Nigerian Oil & Gas Industry Content Act, 2010 as provided at http://www.ncdmb.gov.ng/Images/GUIDELINES/NCACT.pdf, in view of the fact that non-compliance will constitute a fatal flaw in all contract evaluations.

In light of the above, Tenderers shall be expected by the Nigerian Content Development Monitoring Board (NCDMB) to:

  • Demonstrate that the entity is a Nigerian registered company with greater than 51% equity shareholding. Also, provide form CO2 and CO7, evidence of registration with NCDMB NOGIC JQS and NUPRC certificate.
  • Demonstrate detailed description of the location of in-country committed facilities & infrastructure (address, layout drawing, lease document of technical & administrative office) in Nigeria to support this contract.
  • Provide a project-specific organogram showing the Names and Nationalities of all key personnel not limited to (Coiled Tubing Unit Supervisor, Coiled Tubing Unit Engineer, Coiled Tubing Operator, Coiled Tubing Unit Operator Assistant, Pump Operator, Pump Assistant, Safety Advisor) that will execute the work scope for this service. CVs of all personnel listed in the project organogram should be submitted. For any position to be occupied by Expatriate personnel, tenderer shall commit to obtaining expatriate quota approval from NCDMB before project execution.
  • In line with the relevant provisions of the NOGICD Act, 2010 and the NCDMB-approved rig utilization strategy, the bidders shall demonstrate substantial evidence of utilization and Nigerian-ownership of rigs or Nigerian-equity acquisition within the nominated rigs or any other drilling rigs (land/swamp etc.). First considerations shall be given where:
  • The Nigerian vendor has demonstrated ownership of Land or swamp rig with valid Nigerian Content Rig Certificate (NCRC).
  • The Nigerian company has demonstrated Nigerian-equity ownership in a land/swamp rig, with a valid NCRC for the equity ownership.
  • For the associated services, provide valid category 1,2,3,4 or 5 Services and Support (SS) or Construction & Movable Equipment (EC) group NCEC demonstrating ownership of equipment for the execution of the work scope.
  • Tenderer shall (via a letter of undertaking utilizing its letter headed paper) commit to (failure to provide this undertaking letter will constitute a fatal flaw) deducting 1% NCPF for every subcontract to be issued on the contract and remit same to NCDMB, in line with the NOGICD Act).
  • Attempt to consider “briefcase” partners as a bypass means, to fulfil local content requirements will be rejected by The Board.

Please note that failure to provide any of the above documentation (or requirements) will be a fatal flaw.

5.0 CLOSING DATE
Only tenderers pre-qualified in the NipeX Joint Qualification System (NJQS) under Product Codes 3.04.01 (Category A) – Drilling Rigs and Production / Drilling Services (Semisubmersibles / Jackups / Others), and any other relevant supporting categories applicable to the scope of work, with a “LIVE” subscription status as at 16:00 hours (West African Time) closing time on 30 August 2026, being the advert close date, shall be eligible to receive an Invitation to Tender (ITT) and submit Technical and Commercial tenders.

6.0 ADDITIONAL INFORMATION:

  • All costs incurred in preparing and processing NJQS prequalification and responding to this tender opportunity shall be to the tender’s own account.
  • This Advertisement and subsequent ITT shall neither be construed as any form of commitment on the part of SEPLAT to award any contract to any tenderers or associated contractors, sub-contractors or agents, nor shall it entitle any pre-qualified tenderers to make any claims whatsoever, and/or seek any indemnity from SEPLAT and/or any of its partners by virtue of such tenderers having been pre-qualified in NJQS.
  • The tendering process shall be undertaken in accordance with the NNPC contracting process in compliance with Public Procurement Act 2007.
  • SEPLAT will communicate only with authorized officers of the qualifying companies at each stage of the tender process, as necessary, and will NOT communicate through individuals or appointed agents.
  • This tender and any related process neither creates any commitment by SEPLAT nor establish any legal relationship.
  • All information must be provided in English Language.
  • Notwithstanding the pre-qualification in NJQS, SEPLAT is neither committed nor obliged to include your company on any bid list or to award any form of contract to any company and/or associated companies, sub-contractors or agents.
  • SEPLAT will not enter any form of communication with interested bidder(s) in respect hereof from the commencement date of this Advertisement.
  • Submission of any fictitious document will lead to suspension from participation in future bids.
  • Only pre-qualified companies in the appropriate registered NipeX Categorization as at the last date of this advertisement will be eligible and shall be invited for tendering.
  • SEPLAT will not enter correspondence with any company or individual on why a company was short-listed or not shortlisted.
  • Only tenderers that score the minimum pass mark in the technical evaluation exercise shall progress to the commercial stage of the tender process. Evaluation of tenderers and selection of successful bidders will be based on proven capability of a bidder to offer the service and submission of the best commercial responsive tender.
  • Full tendering procedure will be provided only to contractors that have been successfully prequalified in NJQS.
  • Contractors that are prequalified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorized/responsible personnel is up to date in their company profile in the NJQS database.
  • The tendering process shall be the NipeX contracting process require pre-qualified companies to submit technical tenders first. Following a technical review, which will focus on the technical evaluation criteria, only technically and financially qualified contractors will be requested to submit commercial tenders.
