INVITATION TO TENDER FOR TECHNICAL AND FINANCIAL PROPOSAL FOR THE PROCUREMENT, INSTALLATION, TESTING AND COMMISSIONING OF SCIENCE LABORATORY AND ENTREPRENEURSHIP CENTRE EQUIPMENT UNDER YEAR 2026 TETFUND ZONAL INTERVENTION 2026T/FY704 AT THE FEDERAL POLYTECHNIC OFFA, KWARA STATE.
A. INTRODUCTION
The Federal Polytechnic, Offa, hereby invites Request for Quotations (RFQ) from reputable experienced, qualified and competent bidders for the under-listed Procurement;
- Lot 1: Procurement, Installation, Testing and Commissioning of Science Laboratory and Entreprenuership Centre Equipment Under Year 2026 Tetfund Zonal Intervention Projects 2026T/FY704
- Lot 2: The Procurement of Production of Academic Gown Under the Year 2026 Internally Generated Revenue (IGR)
B. SCOPE OF WORK
The scope of works and specifications are clearly indicated and specified in the Standard Bidding Documents to be procured for the Procurement and expected to be executed with High Quality Performance and within a specific completion period.
C. MANDATORY REQUIREMENT
Prospective Interested Bidder must possess the under-listed requirements to be eligible to participate in the Request for Quotation.
a. Evidence of valid registration and incorporation with Corporate Affairs Commission and Article of Association with copies of forms C02 and C07 attached.
b. Tax Clearance Certificate for the last three (3) years. (2023,2024 and 2025)
c. Current Pension Compliance (PENCOM) Certificate, Valid till 31/12/2026
d. Current Industrial Training Fund (ITF) Compliance Certificate, Valid till 31/12/2026
e. Current Interim Registration Report (Certificate as evidence of registration the database of Suppliers, Consultants and Providers maintained by the Bureau Procurement, Valid till 31/12/2026
f. Current Certificate of Compliance with the Social Trust Fund (NSITF) Act, Valid till 31/12/2026
g. Audited account for the last three (3) years (2023,2024 and 2025) duly signed and stamped.
h. Reference letter and evidence of Financial capability to the tune of bid sum from a reputable bank.
i. Valid Sworn Affidavits.
j. Company Profiles Detailing Technical Personnel and their qualification.
k. List of previous similar jobs at least (3 No) three.
l. Details of equipment owned or leased.
D. BIDDING (PRE-QUALIFICATION/TENDERING PROCEDURES)
Interested Contractors/Bidders are advised to take note of the following bidding procedures.
1) The Bidders are required to approach the Polytechnic and pay the prescribed non-refundable bid fees of ₦10,000.00 (Ten Thousand Naira only) and thereafter obtain the bid document for the project.
2) The bidders are required to prepare and make submissions of the documents on their Financial Proposal or Financial Bid.
E. SUBMISSION OF FINANCIAL BIDS
Copies of Financial Bids should be submitted in two separate envelopes marked Original and Duplicate both of which should be enclosed in the third big envelope labeled “Financial Bid” with the Company name written boldly at the back of each envelope and marked with the Lot Number and Title at the top right-hand corner sealed and addressed to:

Note: Technical Pre-qualification Bids Document will be opened two (2) weeks after this publication while that of Financial Bids Document will be opened immediately after the deadline for submission.
F. CLOSING AND OPENING DATE
The Tender documents will be opened immediately after the deadline for submission at 12:00 noon on Tuesday, 8th September, 2026 at the Main Boardroom, the Federal Polytechnic, Offa, Kwara State in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the Procurement Department of the Federal Polytechnic, Offa as the Polytechnic will not be held liable for misplaced or wrongly submitted bids.
