INVITATION OF EXPRESSION OF INTEREST AND INVITATION TO TENDER UNDER YEAR 2017 AND 2018 TETFUND (MERGED) NORMAL INTERVENTION, IGR& TETFUND (ENTREPRENEURSHIP 2015/16/17/18 MAINTENANCE 2017/2018 AND SPECIAL INTERVENTION 2018/2019/ICT SUPPORT

1. INTRODUCTION
The Federal Government of Nigeria through the Tertiary Education Trust Fund (TETFUND) has allocated funds to Ahmadu Bello University, Zaria for the year(s) 2017 and 2018 (merged) normal intervention, and maintenance/special intervention for the execution of project (construction rehabilitation and supplies) towards achieving the mandate of the university.

The university, therefore, invites interested, competent and reputable companies to submit expression of interest (EOI) and bids for the following projects:

2. SCOPE OF SERVICES/WORKS

Lot 1Consultancy services for construction of dean’s office classrooms, seminar rooms, facility of Act
Lot 2Consultancy services for construction of studios, post graduate seminar rooms and office department of urban and regional planning
Lot 3Consultancy services for construction of extension of department of zoology, biology and soil science
Lot 4Rehabilitation of classroom and upgrade of academic buildings
Lot 5General supplies and installation of  equipment

3. ELIGIBILITY REQUIREMENTS
a. Evidence of certificate of incorporation issued by the Corporate Affairs Commission(CAC) including forms CAC2, and CAC7
b. Evidence of company income’s Tax clearance certificate for the last three (3) years valid till 31st December, 2019.
c. Evidence of current pension compliance certificate valid till 31st December, 2019.
d. Evidence of current Industrial training fund (ITF) compliance certificate valid till 31st December, 2019
e. Evidence of current Nigeria social insurance trust fund (NSITF) compliance certificate valid till 31st December, 2019 .
f. Evidence of registration on the National database of federal contractors, consultants and services provided by submission of interim registration report (IRR) expiring on 30/6/2019 or valid certificate issued by BPP.
g. Sworn Affidavit:
– Disclosing whether or not any officer of the relevant committees of the Ahmadu Bello University or the bureau of public procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in this bid are true and correct in all particulars.
– That on partner/directors has been convicted in any country to criminal offence related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter.
h. Company Audited accounts for the last three years 2016, 2017, 2018;
i. Evidence if financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria, including willingness to provide credit facility for the execution of the project when needed.
j. Company’s profile with the curriculum vitae of key staff to be deployed for the project, including copies of their Academic/professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc)
k. For consultancy services: evidence of firm’s registration/practice license issued by relevant professional body(ies)
l. Verifiable documentary evidence of at least three similar jobs executed in the last five years including letter of award, valuation certificate, job completion certificate and photographs of the projects.
m. List of plant/equipment with proof of ownership/ lease (where applicable)
n. All document for submission must be transmitted with a covering/forwarding letter under the company’s /firms letter head paper bearing amongst others the registration number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferable GSM), e-mail address. The Letterhead paper must bear the names and Nationalities of the directors of the country at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS (LOTS 4 & 5)
The bid document can be obtained from the secretary Tenders Board upon payment of non-refundable fee of N10,000,00 per Lot. Through remita, account name A.B.U Zaria.

5. SUBMISSION OF TENDER DOCUMENTS (LOT 4 & 5)
Prospective bidders are to submit bid for each lot desired two(2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS excel format, packaged separately in sealed envelope and dearly marked as “Technical bid” or “Financial bid”, thereafter put the two sealed envelope together in bigger sealed envelopes address to the Vice-Chancellor, Ahmadu Bello University Zaria. No. 4, NUGA Gate road. Opp stadium complex, samara Main campus and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelops should have the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Thursday, 4th July, 2019.

6. SUBMISSION OF EOI DOCUMENTS (LOTS 1-3)
Interested firms are to submit two (2) bound of expression of interest (EOI) document separated by dividers and arranged as indicated above. The document should submitted in a sealed envelope and address to the Vice- chancellor, Ahmadu Bello University, Zaria. No. 4, NUGA Gate road. Opp stadium complex, samara Main campus and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelopes should have the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Thursday, 4th July, 2019.

7. OPENING OF BIDS
The EOI/technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 3rd June, 2019 and 12:00 Thursday, 4th July, 2019 respectively in the presence of bidders or their representative while the financial bids (of lots 4 & 5) will be kept un-opened. Please, ensure that you sign the bid submission register, as the University will not be held liable for misplaced or wrong submitted bids.

8. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidder.
b. Bids submitted after the deadline for submission would be returned un-open.
c. Bidders should not bid for more than two (2) Lots.
d. All costs will be borne by the bidders.
e. For lots 1-3 only shortlisted firms will invited at a later date for collection for request for financial bids opening, while the financial bid of unsuccessful bidders will be returned unopened.
f. The Ahmadu Bello University is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring ant liabilities in accordance with section 28 of the public procurement Act 2007.
