INVITATION FOR PRE-QUALIFICATION FOR YEAR 2016 (TETFUND ICT SUPPORT PROJECTS)

1. INTRODUCTION
1.1 The College Of Education, Agbor intends to carry out the under listed projects with year 2016 (TETFUND) ICT Supports.
1.2 Interested and competent contractors/suppliers with relevant experience are invited to submit pre-qualification for the following mentioned below projects

3. ELIGIBILITY REQUIREMENTS
a. Evidence of certificate of Incorporation with Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
b. Evidence of company’s income Tax Clearance certificate for the last three (3) years valid till 31st
c. Evidence of current pension compliance certificate (PENCOM) valid till 31st December, 2019;
d. Company’s Audited company Accounts for the immediate past three years (2016, 2017 and 2018
e. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2019;
f. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliances Certificate valid till 31st December, 2019;
g. Evidence of Registration on the National Database of Federal Contractor, Consultant and service Providers by submission of interim Registration Report (IRR) expiring on 31/1/2020 or valid certificate issued by Bureau of Public Procurement (BPP)
h. sworn Affidavit disclosing whether or not any officer of the relevant Committees of The College Of Education, Agbor or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particular’s
i. Evidence of financial capability to execute the project by submission of Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility.
j. Curriculum Vitae (CV) of professional Staff to be deployed for the project including copies of their Academic and Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.)
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years (2014 to date) including letters of Award, Valuation Certificates Job Completion certificates and Photographs of projects
l. For joint Venture/Partnership. Memorandum of Understanding (MoU) should be provided (CAC tax clearance, pension compliance certificate, NSITF Compliance certificate, IRR, & sworn affidavit are compulsory for each JV Partners)
m. Evidence of accreditation by computer professionals of Nigeria, NITDA and center for Management Development, the computer training is to be fascinated by a qualified and certified ICDI, Expert/Trainer.
n. All documents for submission must be transmitted with a covering/ forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. SUBMISSION OF DOCUMENTS
Prospective bidders are to submit pre-qualification documents, two (2) hard copies of the technical BID packaged in a sealed envelope and clearly marked as “Technical Bid” and addressed to the registrar, College of Education, Agbor, Administrative Building) and clearly marked with the name of the project).
Furthermore, the reverse of sealed envelope should have the name and address of the bidder. And drop in the designated Tender Box (registrar office, College of Education, Agbor Administrative Building) not later than (12: 00 noon on Monday 19th August, 2019 which must not be less than 3 weeks, counting from the date of the advertisement)

5. OPENING OF BID
The technical Bids will be opened immediately after the deadline for submission (12: 00 noon on Monday 19th august, 2019), in the Board Room, Administrative Building in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the office of the registrar, Administrative Building of the college as the College of Education, Agbor will not be held liable for misplaced or wrongly submitted bids. 6. GENERAL INFORMATION
i. Bids must be in English Language and signed by an official authorized by the bidder
ii. Bids submitted after the deadline for submission would be returned un-opened;
iii. All costs will be borne by the bidders
iv. All pre-qualified bidders will be contacted at a later date for collection of tender documents
v. The college of education Agbor is not bound to pre-qualify Any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
