EXPRESSION OF INTEREST (EOI) FOR ENGAGEMENT OF BROKERS/UNDERWRITERS ON GROUP LIFE AND NON LIFE INSURANCE POLICIES FOR 2020

1.0 INTRODUCTION
1. The Corporate Affairs Commission was established by the Companies and Allied Matters Act (CAMA) of 1990 to regulate and supervise the formation, incorporation, registration, management and winding of companies in Nigeria.

The Commission hereby invites competent firms to submit Expression of Interest for Brokers and Underwriters for insurance cover on Non-life and Group life policies for 2020.

2.0 SCOPE OF SERVICE

3.0 ELIGIBILITY REQUIREMENTS
Interested firms should submit two (2) bound EOI documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:

iEvidence of Certificate of incorporation with Corporate Affairs Commission (CAC) including Forms CAC 2 & 7
iiEvidence of payment of up to date Annual Returns to Corporate Affairs Commission (CAC)
iiiEvidence of Certificate of registration to operate of renewal license from NAICOM
ivEvidence of Professional Indemnity cover
vEvidence of current membership of the Nigerian Council of Registered insurance Brokers (NCRIB)
viEvidence of Company’s Tax Clearance Certificate for the last three (3) years (2016, 2017 & 2018) expiring 31st December, 2019
viiEvidence of current Pension Compliance Certficate expiring 31st December, 2019
viiiEvidence of current Industrial Training Fund (ITF) Compliance Certificate expiring 31st December, 2019
ixEvidence of current National Social Insurance trust Fund (NSTIF) Compliance Certificate expiring 31st December 2019
xEvidence of Registration on the National Date of Contractors, Consultants and Service Providers by inclusion of interim Report (IRR) expiring on 31st January,2020 or valid Certificate issued by the Bureau of Public Procurement (BPP)
xiCompany’s Audited Accounts for the last (3) years – (2016, 2017,2018)
xiiOriginal Copy of sworn affidavit disclosing whether or not any officer of the relevant committees of the Corporate Affairs Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid ate true and correct in all particulars
xiiiVerifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and Job Completion Certificates
xivCompany Profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/Professional qualifications
xvEvidence of financial capably to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed
XviFor Joint Venture /Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn compulsory for each JV partner)
xviiEvidence of current Certified True Copy (CTC) of Memorandum and Article of Association including   Form CAC 7 (Particulars of Directors) and Form CAC 2 (Particulars of Share Holders)
XviiiAll documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC) Contact Address, Telephone Number (preferably GSM No.) and e -mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the company at the bottom of tie page, duly signed by the authorized officer of the firm.

4.0 SUBMISSION OF EOI DOCUMENT
Interested firms are to submit (2) bound of Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to The Registrar General, Corporate Affairs Commission, Plot 420 Tigris Crescent, Maitama, Abuja and clearly marked “Establishment of Call Centre”. Furthermore, the reverse of each sealed envelope should have name and address of the bidder and drop in the designated Tender Box The Registrar General’s Office, 0th Floor Corporate Affairs Commission, Plot 420 Tigris Crescent, Maitama, Abuja not later than 2.00pm (Nigerian Time) on Monday, 2 December, 2019.

5.0 OPENING OF EOI DOCUMENT
The EOl documents will be opened immediately after deadline for submission not later than 2.00pm (Nigerian Time) on, Monday, 2 December, 2019 at the Commission’s Multi-Purpose Hall, 2nd Floor, Plot 420, Tigris Crescent, Off Aguiyi Ironsi Street, Maitama Abuja in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the office of The Registrar General, 6th Floor Corporate Affairs Commission, Plot 420 Tigris Crescent, Maitama, Abuja, as the Corporate Affairs Commission will not be held liable for misplaced or wrongly submitted bids. 6.0 GENERAL INFORMATION
(a) EOI must be in English Language and signed by an official authorized by the bidder;
( b) EOl submitted after the deadline for submission would be returned unopened;
( c) All costs will be borne by the bidders;
( d) Only shortlisted bidders will be contacted at a later date for collection of tender documents;
( e) The Corporate Affairs Commission is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
