CALL FOR DIRECT TENDER CRS/MOA/AD/S/556/VOL.II/210

The Cross River State Government under the Ministry of Agriculture and Natural Resources is embarking on a massive revolution in cocoa and maize production to support the recently established value-adding, ultra-modern processing plants for cocoa and animal feed mill, relying mainly on maize and soybean grains as raw materials Part of this effort is in collaboration with the Federal Government through the Accelerated Agriculture Development Scheme (AADS).

The broad objective of the AADS is to increase agricultural production towards food security. Job creation and economic diversification. Specifically, the Scheme seeks to promote National Food Security through sustained increase in agricultural production and development of value chains, foster collaboration with State Governments, and other stakeholders to create Jobs in the agricultural sector, by focusing on commodities of comparative advantage and provide employment for youths Accordingly bids are invited from suitably qualified contractors, firms and companies for the following works:

LOT I
(a) Design and construction of a cocoa farm city located inside the heartland of a major commercial farm land in the Central Senatorial District of Cross River state.
(b) Provision of Infrastructure to support the farm city, including, but not limited to appropriate road networks, potable water supply and solar lighting systems.

LOT II
(a) Design and construction of a maize farm city located inside the heartland of a major commercial farm land in the Northern Senatorial District of Cross River state.
(b) Provision of Infrastructure to support the farm city, including, but not limited to appropriate road networks, potable water supply and solar lighting systems.

LOT III
(a) Design and construction of a Soybean farm city produce grains to be used as supplement for maize in the Cross River feed mill.
(b) Provision of Infrastructure to support the farm city, including, but not limited to appropriate road networks, potable water supply and solar lighting systems.

The purpose of these Projects is to substantially increase the production of cocoa, maize and soybean to commercial levels as raw materials for our recently established processing facilities.

SUBMISSION OF TENDER DOCUMENTS
Interested contractors are invited to submit the following documents in one envelope.
(i) Verifiable evidence of Incorporation with corporate affairs commission.
(ii) Verifiable evidence of tax clearance certificate for the last three (3) years with tax identification PIN boldly indicated on the certificate.
(iii) Evidence of VAT registration/remittance.
(iv) Evidence of PENCOM registration
(v) Evidence of audited account of the firm/company for the last three (3) years.
(vi) Verifiable office and workshop address (es); NOT P.O. BOX but should number(s) of company director(s) and E-mail addresses.
(vii) Company’s profile and evidence of relevant/similar projects executed or invested
(viii) Evidence from the company’s bankers as to its financial capability to undertake projects.
(ix) Evidence of registration with Industrial Training Fund (ITF).
(x) Evidence of registration with Cross River State due process.

Arrangement of documents (hard copy) should follow the order in the list above appropriately numbered; each parcel should have a table of content indicating the pages on which these items are found. Partnership with original equipment manufacturers will be an added advantage.

PAYMENT OF NON-REFUNDABLE FEE FOR DOCUMENT SUBMISSION/REGISTRATION/EVALUATION
Interested bidders are to pay the sum of two hundred and fifty thousand naira (N250,000.00) on submission of tender documents to the Procurement Officer of the Ministry and obtain a receipt.

SUBMISSION OF APPLICATION
All applications must be delivered in sealed envelopes marked ‘Application for pre-qualification’(mention LOT applying for) at the top corner of the envelope and should be addressed to the Permanent Secretary, Ministry of Agriculture and Natural Resources, No 2 Barracks Road, Calabar, to reach him on or before three (3) weeks of this publication (3 May, 2019).
