INVITATION TO TENDER AND EXPRESSION OF INTEREST (EOI)
Interested and reputable Vendors, Contractors and Service Providers are hereby invited to tender for both Technical and Financial Bids for the procurement of the following Goods works and services in compliance with Public Procurement Act 2007.

A. ELIGIBILITY REQUIREMENTS
The DPR with the provision of Public Procurement Act 2007 and Bureau of Public Procurement Guidelines, request interested companies to submit the following documents as pre-requisite for assessment/consideration:
i. Evidence of Certificate of incorporation with the Corporate Affairs Commission (CAC) including form CAC2 and CAC 7;
ii. Tax Clearance Certificate for the last three (3) years (2016, 2017 and 2018) valid till 31st December, 2019
iii. Company’s Audited Accounts for three (3) years (i.e. 2016, 2017 and 2018), duly endorsed by a certified Accounting firm
iv. Evidence of current industrial training fund (ITF) Compliance Certificate valid till 31st December, 2019
v. Evidence of current pension compliance certificate valid till 31st December 2019.
vi. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliances Certificate valid till 31st December, 2019;
vii. Evidence of Registration on the National Database of Federal Contractor, Consultant and service Providers by submission of interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP.
viii. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of Department of Petroleum Resources or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
– That none of the Company’s Directors have been convicted in any court of law for criminal/financial offences
ix. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness and readiness to provide credit facility for the execution of the project when needed;
x. Company’s profile including technical qualification and CV’s of Key Professional and Managerial Staff (with evidence of academic qualification and registration with professional bodies)
xi. Verifiable documentary evidence of at least three(3) similar jobs (to the one interested) in the last five (5) years (2014 to date) including letters of Award, Valuation Certificates Job Completion certificate)
xii. For Lots 3 & $: Letter of Authorization from Original Equipment Manufacturers (OEMs)
xiii. Evidence of OGISP registration (oil & Gas industry permit);
xiv. All documents for submission must be transmitted with Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
B. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Tender documents can be collected at the 8h Floor of the Department Headquarters, Lagos.
Payment of a non-refundable fee of N10, 000.00 per lot shall be paid into the Department of Petroleum Resources as follows: Visit DPR website www.dpr.gov.ng
Click on DPR TSA payment portal using Remita.
Click on make payment; enter MDA (Department of Petroleum Resources)
Select DPR-CS Standard Bidding document fees
Complete the necessary fields and make payment
Thereafter, present evidence of payment to collect Standard Bidding documents.
Firms interested in Consultancy Services will not pay in this stage until after shortlisting.
C. SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)
The Technical and Commercial bids shall be enclosed in separate sealed envelopes and marked appropriately as ‘Commercial’ and ‘Technical”. Bothe bids must be submitted in one large sealed envelope, marked with Lot number at the top left-hand corner and addressed to the Director, Department of Petroleum Resources, 7, Kofo Abayomi Street, Victoria Island, Lagos. Furthermore, the reverse of each sealed envelope should have the name and address and telephone number of the bidder and drop in the designated Tender Box at the ground floor reception not later than 2.00 pm on Monday, 7th of October, 2019
D. SUBMISSION OF EOI DOCUMENTS
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Director, Department of Petroleum Resources, 7, Kofo Abayomi Street, Victoria Island, Lagos and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the ground floor reception not later than 2.00 pm Monday, 9th of September, 2019

E. OPENING OF EOIs/BIDS
The EOI and Technical bids will be opened immediately after the deadline for submission at 2.00 pm, Monday, 9th of September, 2019 and 2.00 pm on Monday 7th October, 2019 respectively, in the presence of bidders or their representatives and other relevant statutory bodies at the main conference room 9th Floor, DPR Headquarters, 7 Kofo Abayomi Street, Victoria Island, Lagos.
F. GENERAL INFORMATION
i. This advertisement shall not be considered as commitment on the part of the Department of Petroleum Resources nor shall it entitle potential companies to make any claims whatsoever or seek any indemnity from the department of petroleum resources by such company having responded to this advertisement
ii. Maximum bid by any company shall not be more than two(2) lots
iii. Goods & works: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids opening, while the financial bids of un-successful bidders shall be returned un-opened
iv. Services: only shortlisted firms will be invited at a later date for collection of Request for proposal
v. The bids of the value of NGN100 Million and above (for Goods & Services), must be accompanied by a Bid Security of 2% of the bid sum;
vi. The bids of the value of NGN300 Million and above (for works), must be accompanied by a Bid Security of 2% of the bid sum;
vii. The Department of Petroleum Resources is not bound to pre-qualify Any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
