BIDDING DOCUMENT FOR THE PROCUREMENT OF GOODS AND EQUIPMENT
INVITATION TO TENDER

1. In compliance with the requirement of the Public Procurement Act 2007, the Economic and Financial Crimes Commission intends to invite experienced and competent contractors/suppliers to submit bids for under-listed supplies:

Intending consultancy firms must submit all the under listed verifiable documents and collect terms of reference from the head office

(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
(b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3} years valid till 31st December, 2018.
( c) Evidence of current Pension Compliance Certificate valid till 31st December, 2018;
( d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018;
( e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018;
( f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2018 or valid Certificate issued by BPP.
( g) Sworn Affidavit disclosing no officer of the Commission is a board member of company and that all the particulars provided is true and correct;
(h) Company’s Audited accounts for the last 3 years (2015, 2016, 2017);
(i) Evidence of financial capability to execute the project including Reference Letter a reputable bank
(j) Company Profile with the CV of Key Staff to be deployed for the project, including copies of their Academic/ Professional Qualifications;
(k) Verifiable documentary evidence of at least three (3) similar Jobs executed in the last five (5) years including Letters of Awards.
(l) Trebuchet MS Valuation Certificates, job completion Certificates and Photographs of the Projects;
(m) For Joint Venture /Partnership, Memorandum of Understanding (MoU) should be provided;
( n) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number and e-mail address. The Letter Head paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorized officer of the firm.
( o) All document for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead Paper must bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), and Contact Address., Telephone Number (preferably GSM No.) , and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorised officer of the firm.

3. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Documents (SBD) from the office of the (Assistant Director Procurement, 5th Floor Economic and Financial Crimes Commission’s Headquarters, Plot 301 & 302, Institute and Research Cadastral District, Abuja). On evidence of payment of a non-refundable fee of N10, 000.00 per Lot, paid into the (EFCC) Remita account in any commercial bank

4. SUBMISSION OF TENDER DOCUMENTS
Perspective bidders are to submit bid for each of the lot desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel Format package separately in sealed envelopes and clearly mark as “Technical Bid”. Therefore, put the two envelopes together in a bigger sealed envelope (the Ag. Executive Chairman, with office address) and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box (Visitors gate) (not later than the specific time and date), which, must not be later than six weeks (30, December 2019) from the date of the advertisement.

5. OPENING OF BID
The technical bid will be opened immediately after the deadline for submission (state the specific time and date which must be same with the deadline for submission.) in the XXX room, (state the address) in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please ensure that you sign the bid register in the office of (state the position of the person, room, and floor number of the office address) as the (state the name of the procuring entity) will not be liable for misplace or wrong submitted bids. GENERAL INFORMATION
(a) Bids must be in English language and sign by an official authorize by the bidder
(b) Bids submitted after the deadline for the submission will be return un-opened
(c) Bidders should not bid for more than 2 (two) lots (note; this maximum ceiling is important in other not over stress bidders capacity, and causing delay in project delivery)
(d) All costs will borne by the bidders.
(e) All prequalify bidders will be contacted at a later at for bid opening, while bids of all unsuccessful bidders will be returned un-opened
(f) The (state the name of procuring entity) is not borne to prequalify any bidder and reserve the right to annual the procurement process at any time without incurring to any liability accordance to section 28 procurement Act 2007.
