INVITATION TO TENDER

1. PREAMBLE
The Edo State Government has approved funds for Edo Development and Property Agency (EDPA) in the 2019 Edo State Approved Budget and EDPA, and wishes to apply same for the construction of a Bus Terminus at 3rd Junction, Murtala Mohamed way by Sokponba Road Benin City. In compliance with Section 20 of the Edo State Public Procurement law 2012 and Paragraph 43 of Edo State procurement procedures Manual, Edo Development and Property Agency (EDPA) therefore invites interested eligible bidders to tender for the project

ELIGIBILITY REQUIREMENTS:
Interested bidders are to submit their company’s profile which contain the following:
– Evidence of registration with the Edo State Public Procurement Agency (EDPPA)
– Evidence of registration With the Corporate Affairs Commission (CAC)
– Detailed company profile showing evidence of key personnel
– Tax clearance certificate for the immediate past 3years (i.e. 2016, 2017, 2018)
– Current Tax Clearance certificate of at least 2 directors or proprietor(s) of the Company for the immediate past 3years (i.e. 2016, 2017, 2018)
– Evidence of VAT registration and remittances
– Company’s audited financial account (indicating turnover) and funding information over the past 3years endorsed by a firm if chartered accountants
– Documentary Evidence of previous/similar works done in the past 3years shoeing
– Letter of award of contract
– Certificates of completion
– A sworn affidavit indicating that:
– None of the Directors of the company has been convicted in any criminal offence including fraud and financial impropriety
– The company is not in receivership, insolvent or bankrupt
– Any additional information that will enhance the potential of the contractor

COLLECTION OF BID DOCUMENTS
Interested eligible bidders re to inspect ad collect the bidding documents from the Procurement office, Edo Development and Property Agency (EDPA), EDPA Building, 3rd Floor, EDPA Building, Benin City from Monday august 26th 2019 between the hours of 9:00am to 3:00pm, Mondays o Friday Excluding public holiday upon submission of a written request with evidence of payment of a non-refundable fee of N100, 000.00 (One Hundred Thousand Naira Only) into the account below:

Please note that Bidding document requested by mail will be dispatched by registered/speed post upon receipt of evidence of payment of the n0n-refundable fee. Please be aware that the bidder will be responsible for postage. Edo Development and Property Agency will not be held liable for postage delay (if any) in the delivery of the document or non-receipt of the same.

SUBMISSION OF BID DOCUMENTS:
All bids must be accompanied by a bid security of two percent (2%) of the quoted contract sum. Bids must be submitted to the address below not later than 12noon, September 17, 2019, in two (2) separate sealed envelopes and marked “Technical Bid” on the top right corner and the other to contain the FINANCIAL BID and boldly marked FINANCIAL BID’ on the top right corner. The two envelopes are to be placed in one large envelope and addressed to:

Please note that Electronic bidding will not be permitted and bids submitted after the deadline for submission shall be rejected

OPENING OF BIDS
The public bid opening will be done immediately after the deadline of submission on the 17th September 2019 12noon at EDPA Building, Sokponba Road, Benin City

Bidders or their designated representatives, as well as civil society organization with mandate of ensuring transparency and accountability who wish to attend, are by this publication invited to witness the public opening of bids.
