INVITATION FOR PRE-QUALIFICATION AND TENDERS OF CONTRACTS FOR YEAR 2018 TETFUND ZONAL INTERVENTION PROJECTS
1. INTRODUCTION
Edo State Institute of Technology and Management Usen, Edo State hereby invites interested, competent and reliable contractors to participate for pre-qualification and tender exercise, therefore required to adhere to information as prerequisites for pre-qualification. The projects were allocated funds under YEAR 2018 TETFUND INTERVENTION PROJECTS as follows:
2. SCOPE/DESCRIPTION OF PROJECTS
Lot 1: Procurement of Equipment and Furniture for Television, Studio, Radio Studio and Photo Studio
Lot 2: Procurement of Equipment for Mechanical Engineering Department
Lot 3: Procurement of Agricultural Equipment
3. ELIGIBILITY REQUIREMENTS
i. Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
ii. Evidence of Company Income Tax Clearance certificate for the last three (3) years (2016, 2017 and 2018) valid till 31st December, 2019. Evidence of current pension compliance certificate valid till 31st December, 2019;
iii. Evidence of current pension compliance certificate valid till 31st December 2019.
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2019;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliances Certificate valid till 31st December, 2019;
vi. Evidence of Registration on the National Database of Federal Contractor, Consultant and service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP.
vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Sugar Development Council, Abuja or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
viii. Company’s Audited Accounts for three (3) years -2016, 2017 and 2018
ix. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness and readiness to provide credit facility for the execution of the project when needed;
x. Company Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualification
xi. Verifiable documentary evidence of at least three(3) similar jobs executed in the last five (5) years including letters of Award, Valuation Certificates Job Completion certificates and Photographs of projects;
xii. Letter of Authorization from Original Equipment Manufacturers
xiii. For Joint Venture/Partnership, Memorandum of Understanding(MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
xiv. All documents for submission must be transmitted with Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS
All intending bidders should collect financial bid documents from the office of the Ag Director of Physical Planning upon the presentation of tender receipt of a non-refundable fee of 10, 000 (Ten Thousand Naira) for the project paid into the Edo State Institute of Technology and Managements account no 0068241848 in Sterling Bank.
5. SUBMISSION OF TENDER DOCUMENTS
All pre-qualification and financial bid documents must be in a separate sealed envelope. The top-right corner of the envelope shall be marked PRE-QUALIFICATION FOR (project name) and FINANCIAL BID FOR (Project Name) shall be enclosed in a sealed third large envelope and boldly marked with the name of the bidder and project name and should be hand-delivered not later than 12:00noon on Monday, 26th August, 2019. All documents should be addressed to The Registrar, Edo State Institute of Technology and Management, Usen, and dropped in the tender box in the registrar’s office.
6. OPENING OF BID DOCUMENTS
Only technical bids will be opened immediately following the deadline for submission at 12:00 noon on Monday, 26th August, 2019, in the institute’s chamber in the presence of all representatives of the companies who chose to attend. The financial bid documents of bidders successful in the pre-qualification will be opened at a later date while the financial bids of the unsuccessful bidders will be returned to them un-opened
7. PLEASE NOTE:
i. The participation in the bid does not guarantee any person the right to be selected or given any job
ii. That the institute reserves the right to reject any bid and to terminate the selection process at any time without any liability
iii. The institute management reserves the right to verify the authenticity of any claim made in tender documents submitted by bidder
iv. Any bid submitted after the closing date shall not be considered.
