INVITATION FOR SUBMISSION OF AN EXPRESSION OF INTEREST (EOI) AND PRE-QUALIFICATION AND TENDER DOCUMENT

1. INTRODUCTION
The Federal College of Agricultural Produce Technology, Kano is established with a mandate to train middle-level manpower in agricultural produce technology using dynamic training curriculum, modern infrastructural facilities based on best-in-class practices. The College hereby invites interested, competent and reputable contractors, suppliers and service providers with relevant experience and good track record to make submission for the execution of the following projects under the colleges 2019 capital appropriation funds.

3. ELIGIBILITY REQUIREMENTS
a. Evidence of certificate of Incorporation with Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
b. Evidence of company’s income Tax Clearance certificate for the last three (3) years valid till 31st
c. Evidence of current pension compliance certificate valid till 31st December, 2019;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2019;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliances Certificate valid till 31st December, 2019;
f. Evidence of Registration on the National Database of Federal Contractor, Consultant and service Providers by submission of interim Registration Report (IRR) expiring on 31/1/2020 or valid certificate issued by Bureau of Public Procurement (BPP)
g. sworn Affidavit disclosing whether or not any officer of the relevant Committees of Federal College of Agricultural Produce Technology, Kano or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particular’s
h. Company’s Audited company Accounts for the past three years (2016, 2017 and 2018
i. Evidence of financial capability to execute the project by submission of Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility.
j. Curriculum Vitae (CV) of professional Staff to be deployed for the project including copies of their Academic and Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.)
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years (2014 to date) including letters of Award, Valuation Certificates Job Completion certificates and Photographs of projects
l. List of plants/equipment with proof of ownership/lease (where applicable)
m. All documents for submission must be transmitted with a covering/ forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Head Procurement, FCAPT, and Kano on evidence of payment of a non-refundable fee of N 10, 0000 per Lot paid into the FCAPT, Kano’s Remita account in any commercial Bank. Firms interested in Consultancy Services will not pay at this stage until after shortlisting

5. SUBMISSION OF TENDER DOCUMENTS (GOODS& WORKS)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to Registrar, Federal College of Agricultural Produce Technology, Kano and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the office of the Director-General/CEO not later than 12 noon on Monday, 9th of August, 2019

6. SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to Registrar, Federal College of Agricultural Produce Technology, Kano, and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of sealed envelope should have the name and address of the bidder and dropped in the designated Tender Box located in the Registrar’s office not later than 12: 00 noon 16th of August 2019.

7. OPENING OF BIDS (GOODS & WORKS)
The technical Bids will be opened immediately after the deadline for submission 12: 00 noon on Monday 9th September, 2019), at the college students center in the presence of bidders or their representatives, while financial bids will be kept un-opened. Only pre-qualified bidders at technical evaluation would be invited at a later date for financial bid opening, while financial bids of unsuccessful bidders would be returned un-opened. Please, ensure that you sign the Bid Submission Register in the office of the Registrar, FCAPT; Kano will not be held liable for misplaced or wrongly submitted bids. 8. OPENING OF EOIs
The EOI Documents shall be publicly opened immediately at 12 noon no 16th of August, 2019 in the college Centre in the presence of bidders or their representatives. Only short-listed evaluation would be invited at a later date for collection of Request for proposals. Further information is as contained in paragraph 8 above.

9. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidder
b. EoI submitted after the deadline for submission would be returned un-opened;
c. All costs will be borne by the bidders
d. Successful Bidders for EoI will be shortlisted and published and invited for collection of RFP.
e. The FCAPT, Kano is not bound to prequalify Any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
