INVITATION TO TENDER FOR SOME CONSTRUCTION AND RENOVATION WORKS

1.0 INTRODUCTION
In line with the goals and objectives of the National Policy on Education which is to improve the quality of education at all levels, the Federal Government of Nigeria has allocated funds in the 2019 Appropriation to the Federal Government Academy, Suleja Niger State in order to provide conducive teaching and learning environment and improve the quality of education. Federal Government Academy, Suleja Niger State is, therefore, desirous to rehabilitate and improve some buildings. Accordingly, the School wishes to invite reputable contractors with relevant proven competence and experience to submit tenders for the execution of the following prefects

2.0 ELIGIBILITY REQUIREMENTS
(a) Evidence of certificate of incorporation with the corporate affairs commission (CAC) inducing form C02 and C07;
(b) Evidence of company income tax clearance certificates for the last three years (2016, 2017 and 2018) valid till 31st December, 2019 with a minimum average turnover of twenty million naira (20,000,000.00)
(c) Evidence of current pension compliance certificate valid till 31st December, 2019;
(d) Evidence of current industrial training fund (ITF) compliance certificate valid till 31st December 2019;
(e) Evidence of current Nigerian social insurance trust fund (NSITF) compliance certificate valid till 31st December, 2019.
(f) Evidence of current registration on National Database of Federal Contractors consultants and services providers by submission of interim registration report (IRR) expiring on 1/1/2020 or valid certificate issued by BPP.
(g) Current Sworn affidavit disclosing
(1) Whether or not any officer of the relevant committee of the school, federal ministry of education or toe Bureau of public procurement is a former or present director shareholder or has any interest in the bidder
(2) That none of the directors has been convicted in any court in Nigeria or any other country for criminal offences in relation to fraud and financial impropriety
(3) That the company is not in receivership, insolvent or bankrupt
(4) That all the document submitted are true and correct in all particular
(h) Company’s audited accounts for the last three years (2016, 2017 and 2018);
(i) Evidence of financial capability to execute the project including a reference letter from a reputable commercial bank indicating a willingness to provide credit facility for the execution of the project when needed;
(j) Company profile with curriculum vitae of key staff to be employed for the project including copies of their academic/professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.
(k) Evidence of verifiable document of at least three (3) similar jobs executed in the last five years including letters of award, valuation certificates, job completion certificates and photographs of the projects;
(l) List of plants/equipment with proof of ownership/lease agreement;
(m) Letters under the company/firm letterhead paper bearing among others, the registration number (RC) as issued by corporate affairs commission (CAC). contact address, telephone number (preferably GSM no) and email. The letterhead paper must bear the name and nationality of the directors of the company at the bottom of the page, duty signed by the authorized officer of the firm.

3.0 COLLECTION OF BIDDING DOCUMENTS
Interested and competent companies are requested to collect bid documents from the address below upon presentation of evidence of payment of non-refundable tender fee of ten thousand naira (N10,000.00) through Treasury Single Account (TSA) remitta platform between the hours of 9-4pm from 29th July 2019.

4.0 SUBMISSION OF TENDER DOCUMENTS
Completed technical and financial bids in separate envelop (two set of hard copies) shall be submitted. The two (2) envelopes should be enclosed in a larger envelop labelled technical & financial bids” with the project name at the top right corner with the company’s name behind and addressed to the Principal Federal Government Academy, Suleja Niger State.

This document should be deposited in the Tender Box at the Principal’s Secretary’s office.

Submission of bidding documents closes by 12noon on 9th September 2019. Any bid received after the stated date and time shall not be accepted.

5.0 OPENING OF BIDS
The submitted Technical bids will be opened immediately on 12noon on 9 September 2019 at the conference hall, Federal Government Academy Suleja, Niger State Bidders/company representatives and interested members of the public including relevant professional bodies and civil society are hereby invited to witness the opening of the Technical bids. The date of opening of financial bids will be communicated to pre-qualified bidders Federal Government Academy Suleja will not be held liable for misplaced or wrongly submitted bids for further enquiries please contact the Procurement Officer on

GENERAL INFORMATION
(a) Bids must be in English language and signed by an official authorized by the bidder
(b) Bids submitted after the deadline for submission would be returned un-open;
(c) Bidders should not bid for more than one lot
(d) All cost will be borne by the bidders;
(e) Federal Government Academy is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007
