THE FEDERAL GOVERNMENT OF NIGERIA FEDERAL MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT CLIMATE CHANGE ADAPTATION AND AGRIBUSINESS SUPPORT PROGRAMME (IFAD-ASSISTED) PROGRAMME SUPPORT OFFICE LOAN NO.: 2000000726 REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR AWARENESS CREATION AND CAPACITY BUILDING ON CLIMATE CHANGE AND PLANNING ISSUANCE DATE: 26TH SEPTEMBER, 2019

1. INTRODUCTION The Federal Republic of Nigeria has received financing from the International Fund for Agricultural Development (IFAD) and the cost of the Climate Change Adaptation and Agribusiness Support Programme (CASP), and intends to apply part of the proceeds for consulting services.

2. THE CONSULTING SERVICES (THE SERVICES”) CONSIST OF THE FOLLOWING: • Train 25 CASPS facilitating staff in the Programme Support Office (PSO), 215 state Programme Support Offices and Local Government Support Office staff and 570 representatives of the new CDAS and participatory Land Use in Teams Sokoto, Zamfara and Jigawa States • Work with Climate Change Teams and target groups to develop within and beyond the 100 days action plan, actionable Water Harvesting, Agro-forestry and Rangeland site-specific activities under CASP and provide inputs and guidance in the implementation of the 2019 AWPB on the Climate Change Resilience & Adaptation activities • Develop training manual and conduct a three week training for staff and target group of CASP programme on Water harvesting, Agro-forestry and Rangeland Management Create and increase awareness of Climate Change resilience and adaptation measures among the trainees and communities with emphasis on the following areas  Installation of micro and macro Water Harvesting structures  Establishment of Pasture seed farms, rehabilitation and management of degraded Rangelands;  Establishment and management of nurseries on and community woodlots, shelter belts, and farmer managed natural regeneration. This includes Agriculture productivity enhancements and climate smart agriculture to support income generation • Provide guidance to farmer field schools, extension services and capacity enhancement of the new CDAs-on Climate Smart Agricultural practices including soil and water management techniques establishment of control edges and stone works, contour bunds to reduce on-farm sheet and gully erosion etc. • Integrate climate change resilience adaptation measures by strengthening local farmers women and youths and other stakeholders on climate information and resilient production landscapes • Undertake immediate Held visit to the CASP operational areas to assess the level of implementation of Climate Change Resilience & Adaptation activities and suggest w forward for better progress implementation • Carry out reviews and guidance on project documents related to Water harvesting, Agroforestry and Rangeland Management.

Contract duration: 12 weeks

3. CONSULTANT’S EXPERTISE: • The firm must demonstrate strong expertise on • Soil & water conservation, Land use and water harvesting • Pasture and Rangeland management • Agroforestry Management 3.1. The firm must have engaged in training within the last five years on the following areas • Agricultural Land preparations in dry Savannah areas covering Soil and water conservation practices, on-farm soil erosion control structures, use of vegetative structures and on-farm water harvesting technologies • Pasture Seeds (Grasses and Legumes) Establishment and management, rehabilitation of degraded watering points/community grazing areas including design, construction and management of Livestock watering facilities Animal drinking points • Agroforestry practices-Tree crops nursery establishment and management, establishment and management of woodlots

4. CASP now invites eligible consulting firms (“Consultants) to indicate their interest in providing the required Services by submitting Expressions of Interest (EOIs). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants must not submit Proposals at this point, only EOls. 4.1. Interested Firms should also submit the following: i. Experience requirements based on the criteria identified above ii. Evidence of registration with Corporate Affairs Commission iii. Evidence of Tax Clearance for the past three years iv. Audited Financial Statements for the past three years 4.2. A shortlist of between 3 and 6 firms will be established after evaluating the EoI. The shortlisted firms will be sent the Request for Proposals after which they will submit proposals. This procurement is being governed by the Quality and Cost-Based Selection (QCBS), stipulated in the IFAD Procurement Handbook

5. SUBMISSION REQUIREMENTS • The documents should be submitted in hard and soft copies (Flash Disk) • The documents should be submitted in three (3) copies marked with the title of the service at the top corner of a sealed envelope • Closing date for submission is Thursday 10th October, 2019 • All submissions should be sealed in an envelope and addressed to:
