INVITATION TO TENDER FOR TECHNICAL AND FINANCIAL BIDS FOR PROCUREMENT OF GOODS AND WORKS AND EXPRESSION OF INTEREST (EOI) FOR SERVICES UNDER THE 2019 APPROPRIATION.

INTRODUCTION.
1. The Federal Ministry of Finance in furtherance of its statutory mandates intends to utilize funds provided in the 2019 Appropriation by the Federal Government to implement some capital projects under various Goods, Works and Consultancy Services. In this regards and in compliance with the Public Procurement Act 2007, hereby invites qualified, interested, experienced Firms to obtain bids for specific procurements as follows:

2. ELIGIBILITY REQUIREMENTS (MANDATORY)
To be eligible for the bidding exercise, interested, experienced and competent Contractors, Consultants and Service Providers that wish to be considered for any of the projects listed in Lots 1, 2 and 3 above are required to submit the following documents for prequalification or expression of interest (EOI) as the case maybe, which will be subject to verification and Due Diligence by the Federal Ministry of Finance.
(i) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including form CAC2 and CAC7;
(ii) Evidence of Company Income Tax Clearance Certificates for the past three (3) years valid till 31st December, 2019.
(iii) Evidence of current Pension Compliance Certificate valid till 31st December 2019.
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2019.
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2019.
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) on the 1st of January 2020 or valid certificates issued by BPP.
(vii) Sworn Affidavit disclosing whether Or not any officer of the relevant committees of the Federal Ministry of Finance or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(viii) Company’s Audited Account for the last three (3) years (2016, 2017 and 2018);
(ix) Evidence of financial capability to execute the project including a Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(x) Company Profile with the Curriculum Vitae of Key staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc);
(xi) Verifiable documentary evidence of at least three similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and photographs of the projects;
(xii) List of Plants/Equipment’s with proof of Ownership /Lease with address of where they are located for purpose of verification;
(xiii) For joint Venture / Partnership, Memorandum of understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV Partner)
(xiv) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firms Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM number), and e-mail address. The Letterhead paper must also bear the Names and Nationalities of the Directors of the Company at the bottom page, duly signed by the authorized officer of the Firm.
(xv) All bidders are to note that the Federal Ministry of Finance will implement Executive Order 03 (E0-003, 2017) (Preference for local Content in Uniforms, Motor Vehicles, Pharmaceuticals, Stationeries, ICT, Furniture and Fittings.

3. COLLECTION OF BIDDING DOCUMENTS FOR GOODS AND WORKS;
Interested companies are to collect the Standard Bidding Documents (SBD) from the office of the Director Procurement, Ground Floor, Room 040, Federal Ministry of Finance Headquarters, Abuja on evidence of payment of a non-refundable fee of N10,000.00per Lot (for Goods and Works only), paid into the Federal Ministry Finance’s Remitta account in any commercial bank.

4. SUBMISSION OF TENDER DOCUMENTS FOR GOODS AND WORKS:
Prospective bidders are to submit bids for each of the Lots desired; two (2) hard copies each of the technical and financial bids with soft copies of financial bid only in MS Excel format, packaged in sealed envelopes and clearly marked as “Technical bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope and addressed to the Permanent Secretary Federal Ministry of Finance Headquarters, Abuja and clearly marked with (the name of the project and the lot Number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at Office of the Director Procurement, Ground Floor, Room 040, Federal Ministry of Finance Headquarters, Abuja not later than 14 September, 2019.

5. OPENING OF BID:
The Technical Bids will be opened immediately after the deadline for submission on 14, September, 2019 by 12:00noon at Federal Ministry of Finance Headquarters, Main Auditorium Abuja in the presence of bidders or their representatives, while the Financial Bids will be kept un-opened.
Please, ensure that you sign the Bid Submission Register in the office of the Director Procurement, Ground Floor, Room 040, Federal Ministry of Finance Headquarters, Central Business Area, Ahmadu Bello Way, Garki Abuja, as the Federal Ministry of Finance will not be held liable for misplaced or wrongly submitted bids. 6. GENERAL INFORMATION:
(a) Bids must be in English Language and signed by an official authorized by the bidder;
(b) Bids submitted after the deadline for submission would be returned un-opened;
( c) Bidders should not bid for more than two (2) Lots.
(d) All cost will be borne by the bidders;
( e) All pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of unsuccessful bidders will be returned un-opened;
( f) The Federal Ministry of Finance is not bound to pre-qualify any bidder and reserves the right to cancel the procurement process at any time without incurring any liabilities in accordance with Section 28of the Public Procurement Act 2007,
(g) All disqualified bids will be returned to their respective bidders after due debriefing.

7. SUBMISSION OF EXPRESSION OF INTEREST (EOI) DOCUMENTS:
Interested firms are to submit two (2) bound of Expression of interest (EOI) documents which should be submitted in a sealed envelope and addressed to the Permanent Secretary Federal Ministry of Finance Headquarters, Abuja and clearly marked with (the name of the project and the lot Number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Office of the Director, Procurement, Ground Floor, Room 040, Federal Ministry of Finance Headquarters, Abuja not later than 2 October, 2019.

8. OPENING OF EXPRESSION OF INTEREST (EOI) DOCUMENTS:
The EOI documents will be opened immediately after the deadline for submission on the 2, October, 2019 by 12:00 noon at Federal Ministry of Finance Headquarters, Main Auditorium Abuja in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the office of the Director Procurement, Ground Floor, Room 040, Federal Ministry of Finance Headquarters, Central Business Area, Ahmadu Bello Way, Garki Abuja, as the Federal Ministry of Finance will not be held liable for misplaced or wrongly submitted bids. 9. GENERAL INFORMATION FOR FIRMS FOR EXPRESSION OF INTEREST (EOI):
(a) EOI must be in English Language and signed by an official authorized by the bidder;
(b) EOI submitted after the deadline for submission would be returned un opened;
( c) Bidders should not bid for more than two (2) Lots.
( d) All cost will be borne by the bidders;
( e) Qualified bidders will be invited to collect Request for Proposal (RFP) at a later date;
(f) The Federal Ministry of Finance is not bound to pre-qualify any bidder and reserves the right to cancel the procurement process at anytime without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
