INVITATION TO TENDER FOR 2019 CAPITAL PROJECTS

1. INTRODUCTION
The Federal Ministry of Justice wishes to undertake the implementation of the under-listed Projects in Y2019 Appropriation Act and hereby invites reputable contractors/suppliers with relevant proven competence and experience to submit tenders for the execution of the following projects:

2. SCOPE OF PROJECTS
LOT 1: Purchase of Library and Law Books
LOT 2: Procurement and Installation of ICT Hardware and Systems Software

3. ELIGIBILITY REQUIREMENTS
Interested bidders must possess the under-listed documents:
(a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including form CAC2 and CAC7;
(b) Evidence of Company’s current Income Tax Clearance Certificate for the last three years (2016, 2017 and 2018) valid till 31st December, 2019.
(c) Evidence of Current Pension Compliance Certificate valid till 31st December, 2019.
(d) Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019.
(e) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2019.
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31st January 2020 or valid certificate issued by BPP.
(g) Sworn affidavit disclosing whether or not any officer of the relevant committees of Federal Ministry of Justice or Bureau of Public Procurement is a former or present Director, Shareholder or has a pecuniary interest in the bidder and to confirm that all information presented in the bids are true and correct in all particulars.
(h) Company’s Audited Account for the last 3 years (2016, 2017, 2018).
(i) Verifiable Evidence of financial capability to execute the project by submission of Reference Letter from a Reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
(j) Company profile with Curriculum Vitae of Key Personnel to be deployed for the project, including copies of their Academic/Professional qualifications such as Computer Professionals Registration Council of Nigeria for Lot 2;
(k) Lot 2: Evidence of Accreditation by National Information Technology Development Agency (NITDA);
(l) All documents for submission must be transmitted with a Covering/ Forwarding Letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM Number and valid e-mail address. The Letterhead Paper must bear the Names, Nationalities and telephone numbers of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS:
Interested companies are to collect the Standard Bidding Documents (SBD) from the Office of the Director (Procurement) 2nd Floor, Room 2C 17, Federal Ministry of Justice, Headquarters, Abuja on evidence of payment of non-refundable tender fee of N10,000.00 per Lot, payable to the Federal Ministry of Justice’s Remita Account in any Commercial Bank.

5. SUBMISSION OF TENDER DOCUMENTS
Completed tender documents (Technical and Financial) are to be submitted in two (2) hard copies with soft copy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked “Technical and Financial Bids”. Thereafter, put the two (2) sealed envelopes together in a bigger sealed envelope addressed to The Solicitor- General of the Federation and Permanent Secretary, Federal Ministry of Justice, Shehu Shagari Way, Abuja and clearly marked with the name of the project and the Lot Number. Furthermore, the reverse side of each sealed envelope should have the company’s name and address, then drop in the designated box in the Office of the Director, Procurement, Wing 2C 17, 2nd Floor of the Ministry not later than 12:00 noon on Monday 7 October, 2019.

6. OPENING OF TECHNICAL BIDS
The Technical Bid will be opened immediately after the deadline for submission at 12:00 noon on Monday 7 October, 2019 in the presence of bidders or their representatives while the Financial bids will be kept un-opened. Please ensure that you sign the Bid Submission Register in the Office of the Director, Procurement as Federal Ministry of Justice will not be held liable for misplaced or wrongly submitted bids. 7. GENERAL INFORMATION
(a) Bids must be only in English Language and signed by an official authorised by the bidder.
(b) Bids submitted after deadline for submission would be returned un-opened.
(c) All Costs will be borne by the bidders.
(d) Only pre-qualified bidders will be contacted at a later date for financial bid opening while financial bids of unsuccessful bidders will be returned un-opened.
(e) The Federal Ministry of Justice is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
