REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR PRE-FEASIBILITY STUDIES OF WATER SUPPLY PROJECTS IN NIGER STATE, FCT WATER BOARD AND SANITATION PROJECT IN ABUJA (FCT), NIGERIA
PROJECT TITLE: AFD SUPPORT TO 3RD NATIONAL URBAN WATER SECTOR REFORM PROJECT
ASSIGNMENT TITLE: PRE-FEASIBILITY STUDIES OF NIGER STATE WATER AGENCY, FCT WATER BOARD AND ABUJA ENVIRONMENTAL PROTECTION BOARD (AEPB)

The Federal Government of Nigeria through the Federal Ministry of Water Resources has requested financing from the French Development Agency (AFD), and intends to apply part of the proceeds for the following service, pre-feasibility Studies of:

I. Urban water supply project in Minna and/or Suleja, in Niger state;
II. Federal Capital Territory Water Board and
III. Urban Sanitation project in Abuja (FCT)

In close collaboration with Niger State Water Board (NSWB), FCT Water Board, and Abuja Environmental Protection Board (AEPB), the Consultant will collect all the elements necessary for the project’s design and prepare different implementation options. The Consultants will also pay special attention to ensure optimal synergy with the 3rd National Urban Water Sector Reform project (NUWRS III) funded by the World Bank.

The studies shall include inter alia the following activities:
1. Rapid assessment of the current situation of Niger and FCT Urban Water Supply Sector and FCT Sanitation Sector;
2. Preliminary design of the infrastructure components;
3. Preliminary design of the institutional and capacity building components, aiming at sustainable improvement to the agencies operation;
4. Preliminary estimates of projects’ costs and economic and financial analysis of the projects;
5. Preliminary assessment of the potential social and environmental impacts and gender issues.

The Federal Ministry of Water resources now invites eligible firm or joint Ventures (JV) to indicate interested in providing these services.

Eligibility criteria to AFD’s financing are specified in sub-clause 1.3 of the Procurement Guidelines for AFD-financed Contracts in foreign Countries, available online on AFD’s Website www.afd.fr.

Interested consultants must provide information indicating that they are qualified to perform the services

If the consultant is a JV, the Expression of Interest (EOI) shall include a copy of the JV Agreement entered into by all members. Alternatively, a later of intent to execute a JV Agreement in the event of a successfully proposal shall be signed by all members and submitted with the EOI, together with a copy of the proposed Agreement

The firm/JV must have experience conducting:
i. Water supply and sanitation feasibility and engineering studies
ii. Financial and economic analysis of water and wastewater utilities
iii. Technical assistance for utility operation improvement.
A good knowledge of Nigerian Water Utilities will be an added advantage.
The firm/JV shall present ten (10) completed or going relevant similar assignments, performed during the last ten (10) years. The following items will also be taken into account for the evaluation of the applications:
i. Skill and availability of in-house technical capacities to provide support to the on-site experts; and
ii. Proof of Quality Management Certification (ISO 9001 or equivalent)

Among the submitted applications, the Ministry will shortlist a maximum of 6 Consultants, to whom the Request for proposal to carry out the Services shall be sent. The ministry is not bound to shortlist any Consultants.

An AFD’s standard form of Statement of Integrity, Eligibility and Social and Environmental Responsibility, duly signed by the Firm/JV, must be provide with the application. Please download a copy from the AFD website (https://www.afd.fr.) or request a hardcopy from the Ministry
One original and two copies of the EOI must be delivered t the address below not later than Tuesday, June 18, 2019 by 12:00hrs in a sealed envelope clearly marked Expression of Interest for consultancy Services for pre-feasibility studies in Niger State Water Agency FCT Water Board and AEPB Utilities (AFD/FMWR/001/2019).
