The Federal Government of Nigeria (FGN) has received financing from the World Bank towards the cost of the Third National Urban Water Sector Reform Project, and intends to apply part of the proceeds for the consultancy services for State Water Agencies health and safety Audit in 16 States Water Agencies Abia, Adamawa, Anambra, Bauchi, Bayelsa, Benue, Ekiti, Imo, Jigawa, Kano, Kebbi, Ondo, Plateau, Rivers and Sokoto.
OBJECTIVE OF THE ASSIGNMENT
The objective of the assignment is to carry out health and safety audit of the SWAs and identify all the related risks associated with the Corporations/Water Boards and to recommend measures to be taken to minimize financial losses which arise from avoidable unplanned events.
SCOPE OF ASSIGNMENT
The scope of the Services will include but not limited to the following:
I. Collect and update existing health and safety data and information of all State Water agencies in the 16 projects States
II. Review and analyze the collected data and information to determine their adequacies and shortcomings;
III. Observe the working conditions of the Water Agencies and make judgments about health and safety arrangements
IV. Update existing health and safety policy and guideline/procedure to comply with international Standard Organization 45001 (ISO 45001) standard; to be adapted by the water agencies for further operations;
V. Organize a workshop where the findings and recommendations will be presented and discussed with the water Agencies
VI. Develop Bill of Quantity (BOQ) of the required safety equipment in each State; and
VII. Develop and implementation of health and Safety Management systems in the project State.
The assignment will be implemented within 6 months
SUBMISSION OF EXPRESSION OF INTEREST (EOIS)
The Federal Ministry of Water resources now invites eligible firm or Joint Venture to indicate interested in providing the consulting service as indicated. Interested Consultants must provide information indicating that they are required to perform the services. Shortlisting criteria are as follows:
a. Possession of adequate expertise and experience in similar services in the last 10 years
b. Possession of qualified and experienced personnel and logistic resources to carry out the assignment
c. Technical and managerial organization of the firm, with appropriate numbers of key staff
d. Documentary evidence of similar contract award/completion
The attention of interested consultant is drawn to paragraph 1.9 of the World Bank’s Guideline: Selection and employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 and revised July 2014 (Consultants guidelines), Setting forth the World Bank’s Policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualification
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
