INVITATION TO TENDER AND EXPRESSION OF INTEREST FOR THE EXECUTION OF 2019 CAPITAL AND ZONAL INTERVENTION PROJECT

1.0 INTRODUCTION
1.1 The Federal Ministry of Women Affairs (FMWA) in furtherance of its statutory mandate intends to undertake the procurement of various Goods, Works and Services under the 2019 Capital Appropriation and in accordance with the Provisions of the Public Procurement Act, 2007.
1.2 The source of fund shall be the Federal Government of Nigeria.
1.3 The Ministry therefore invites experienced and competent manufacturers, contractors, suppliers and Consultants/Service providers with relevant experience for consideration for the execution of the following projects:

2.3         CATEGORY’ C – EXPRESSION OF INTEREST FOR CONSULTANCY / NON-CONSULTANCY SERVICES

Interested firms should submit Expression of Interest (Eol) document to provide the following services.

LOT CPROJECT DESCRIPTION
C1Support for women’s adaptation to climate change and environmental degradation.
C2Impact Assessment of the Intervention activities and programmes on the vulnerable population in the six geopolitical zones.
C3Capacity Building on the use and maintenance of the appliances for PWDs in the six (6) geo political zones
C4Cleaning and Fumigation Services at the Ministry Headquarters, maintenance of the Ministry’s equipments.

3.0 ELIGIBILITY REQUIREMENTS:
Interested and Competent Contractors, Suppliers and Service Providers/Consultants wishing to carry out any of the Projects under the above three (3) categories are required to submit the following documents:
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC2 and CAC7;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2017, 2018 & 2019); valid till 31st December, 2019;
( c) Evidence of current Pension Compliance Certificate valid till 31st December, 2019.
( d) Evidence of current Industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2019;
(e) Evidence of current Nigeria Social Industrial Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;
( f) Evidence of Registration on the National Database of Federal Contractor, Consultants and Service Providers by submission of the Interim Registration Report (IRR) valid till 31 January, 2020;
( g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Ministry of Women Affairs or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
( h) Company’s Audited Account for the last three (3) years (2016, 2017 and 2018);
(i) Evidence of Financial Capability to execute the Project by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(j) Company’s profile with curricula vitae of key staff to be deployed for the project including copies of their Academic/Professional Qualifications (In case of construction: COREN, QSRBN, ARCON, CORBON etc.);
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and photographs of the projects;
(l) List of Plants/Equipment with proof of ownership/lease (where applicable);
(m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(n) Verifiable evidence of the firm’s registration with relevant professional bodies e.g. EHORECON/Cleaning Services;
(o) For Training: evidence of registration with Centre for Management Development (CMD):
(p) Manufacturer’s Authorisation Letter is required in Lots A1-A6
(q) For the purpose of Lots AI -A6 Manufacturers, Contractors and/or Suppliers must offer products that conform with Standard Organization of Nigeria (SON) recommendations regarding good manufacturing practice and process.
( r) For procurement of vehicles, only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the procurements.
(s) All documents for submission must be transmitted with covering/forwarding letter under the company/firm’s letter headed paper bearing amongst others, the Registrar on Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferred GSM No.) and e-mail address. The letter headed papers must bear the names and nationalities of the directors of the companies at the bottom of the page duly signed by the authorized officer of the firm.

NOTE that all documents/information required must be paginated, submitted in the sequence/order as listed in a – r above.

4.0 COLLECTION OF TENDER DOCUMENTS (CATEGORY A & B):
Interested Companies are to collect their Standard Bidding Documents from the Office of the Director of Procurement, Federal Ministry of Women Affairs, Federal Secretariat Complex, Phase 1, Shehu Shagari Way, CBD, Annex 3, 1st Floor, Room 107 on evidence of payment of non -refundable tender fee of N10, 000.00. (Ten Thousand Naira) only, per Lot, paid into the Federal Ministry of Women Affairs Remita Account in any Commercial Bank. (The TSA Account Number is to be obtained from the Ministry’s Central Pay Office).

5.0 SUBMISSION OF TENDER DOCUMENTS
5.1 CATEGORY A AND B-INVITATION TO TENDER (GOODS AND WORKS)
Prospective bidders are to submit bid for each of the lots desired, two (2) hard copies each of the Technical and Financial bids with soft copy of Financial Bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to the Permanent Secretary, Federal Ministry of Women Affairs, Federal Secretariat Complex, Phase 1. Shehu Shagari Way, CUD, Annex 3, Abuja, and clearly marked with the name of the Project and Lot Number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and should be deposited in the Tender Box at. the address in 4 above, not later than 12:00noon on 16 December, 2019

5.2 CATEGORY C- EXPRESSION OF INTEREST (EOI)
Prospective Bidders are to submit two (2) bound copies of Expression of Interest (Eol) documents, separated by dividers. The documents should be submitted in a sealed envelope and addressed to the Permanent Secretary, Federal Ministry of Women Affairs, Federal Secretariat Complex, Phase 1, Shehu Shagari Way, CBD, Annex 3. Abuja, and clearly marked with the name of the Project and Lot Number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and should be deposited in the Tender Box at the address in 4 above, not later than 12:00 noon on Monday, 18 November, 2019.

6.0 OPENING OF BID DOCUMENTS
6.1 CATEGORY A AND B- INVITATION TO TENDER (GOODS AND WORKS)
The Technical Bids will be opened immediately after the deadline for the submission at 12:00noon on Monday, 16 December, 2019 at the Ministry’s Conference Room, 2nd Floor, Federal Secretariat Complex, Phase I, Shehu Shagari Way, CBD. Annex 3, Abuja in the presence of Bidders or their representatives, while the Financial Bids will be kept unopened please, ensure that you sign the Bid Submission Register, as the Ministry will not be held liable for misplaced or wrongly submitted bids.

6.2 CATEGORY C – EXPRESSION OF INTEREST (EOI)
Expression of Interest (EOl) documents will be opened immediately after the deadline for submission at 12:00 noon on Monday 18 November, 2019 at the Ministry’s Conference Room, 2nd Floor, Federal Secretariat Complex, Phase I, Shehu Shagari Way, CBD, Annex 3, Abuja, in the presence of bidders or their representatives.

7.0 IMPORTANT INFORMATION
(i) Failure to comply with the above requirements shall automatically result in disqualification..
(ii) The Federal Ministry of Women Affairs reserves the right to verify the authenticity of any claim made in the submissions.
(iii) The Federal Ministry of Women Affairs reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
(iv) The Federal Ministry of Women Affairs shall not be responsible for any cost incurred by the bidders in connection with response to this advertisement.
(v) Participation in this process and any related process neither creates any commitment nor established any legal relationship with the Federal Ministry of Women Affairs. It is merely a precondition for further consideration of the Tender

8.0 GENERAL INFORMATION
(a) Bids and Expression of Interest (Eol) must be in English Language and signed by an official authorized by the bidder.
(b) Bids and Expression of Interest submitted after the deadline for submission will be returned unopened.
( c) Bidders should not bid for more than two (2) Lots.
( d) Category A & B: Only pre-qualified bidders at technical evaluation will be contacted at a later date for financial bids opening, while financial bids of un-successful bidders will be returned un-opened;
( e) Category C: Shortlisted firm will be contacted at a later date for collection of tender documents;
( f) The Federal Ministry of Women Affairs is not bound to prequalify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
