FEDERAL POLYTECHNIC ILE-OLUJI, ONDO STATE
INVITATION TO TENDER FOR YEARS 2017 AND 2018 TETFUND NORMAL INTERVENTION PROJECTS
Tertiary Education Trust Fund (TETFUND) has allocated Funds to Federal Polytechnic Ile-Oluji, Ondo State for Years 2017 and 2018 Normal Interventions towards achieving the mandate of the Polytechnic.
The Polytechnic, therefore, invites experienced and competent companies to submit bids for its immediate requisitions.
2.0 SCOPE OF WORK
YEAR 2017/2018 TETFUND NORMAL INTERVENTION PROJECTS

|Lot 1||Construction and furnishing of 2-storey, School of industrial and Applied Sciences Building with 1 no. Computer laboratory, 1 no. Physics lab., 3no. 60 capacity classrooms. Head of Department Office, common room. Staff offices and toilets including external works|
|Lot 2||Construction and furnishing of 2-storey, Main Library Building with reference unit open reading area, librarian Offices, Porter offices, Binding Unit acquisition unit Cataloguing/classification unit, research unit, audio visual room, desk room, reception/waiting area, lounge and toilets including external works|
|Lot 3||Landscaping and External works of existing buildings|
|Lot 4||Procurement and Installation of 40 No. 4-Seater Carrel (1200x 1000mm) and 40 Nos. Single seater library reading chairs|
3.0 ELIGIBILITY CRITERIA
Interested bidders are required to submit the under-listed minimum bidding requirements:
(a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including forms CAC2 and CAC7;
(b) Evidence of Company’s Current Tax clearance certificate for the three (3) years (2016, 2017 and 2018) valid till 31st December, 2019;
(c) Evidence of Pension Compliance Certificate valid till 31/12/2019;
(d) Evidence of Industrial Training Fund (ITF) compliance certificate valid till 31/12/2019;
(e) Evidence of Nigeria Social Insurance Training Fund (NSITF) compliance certificate valid till 31/12/2019;
(f) Evidence of registration on National Database of Contractors, Consultants, and Service Providers by Bureau of Public Procurement (BPP) by submission of Interim Registration Report (IRR) expiring on 31/12/2019 or valid certificate issued by BPP;
(g) A sworn affidavit disclosing whether or not any officer of the relevant Committees of Federal Polytechnic Ile-Oluji or Bureau of Public Procurement is a Former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all Information presented in its bid are true and correct in ail materials particular;
(h) Company’s Audited Account for the last three (3) years (2016, 2017 and 2018);
(i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(j) Company Profile with Curriculum Vitae of each key staff to be deployed for the project including copies of their Academic/Professional qualifications;
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job completion certificates and Photographs of the projects;
(l) List of plants/Equipment with proof of Ownership/Lease;
(m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all companies in the JV/ Partnership must meet up with all requirements listed in the Eligibility criteria);
(n) All documents for submission must be transmitted with a Covering/ Forwarding Letter under the Company/Firm’s Letterhead paper bearing amongst others, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), Contact address. The Company’s Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS:
Interested companies are to collect the Standard Bidding Documents (SBD) from the office of the Director, Physical Planning, Federal Polytechnic, Ile-Oluji on evidence of payment of a Non-refundable fee of N10,000.00 per Lot, paid into the Federal Polytechnic, Ile-Oluji, Remita account in any Commercial Bank.
5.0 SUBMISSION OF TENDER DOCUMENTS
Completed Technical and Financial bids shall be submitted in two (2) hard copies in two different sealed envelops and labelled “TECHNICAL” AND/OR “FINANCIAL” respectively. Project Reference Lot Number should be indicated on top right hand corner of each envelope and enclosed in a third envelope on which the Project and Lot number should also be indicated. The company name and address (including GSM number) should reflect on the reverse side. The Envelopes should be addressed to: THE REGISTRAR THE FEDERAL POLYTECHNIC, ILE-OLUJI P.M.B. 727, ILE-OLUJI, ONDO STATE.
Bids shall be submitted in person at the Office of The Registrar, Administrative Take-Off Site, Federal Polytechnic, Ile-Oluji, Ondo State.
6.0 The closing date for submission of all bids shall be on or before 12:00 noon, Tuesday 30 July, 2019. Any submission made thereafter will be rejected (returned unopened).
7.0 OPENING OF BIDS
The Technical Bids will be opened immediately after the deadline for submission at 12:00 noon, Tuesday 30 July, 2019; at the Multipurpose Hall, Academic Take-off Site, Federal Polytechnic, Ile-Oluji, In the presence of bidders or their representatives, observers and civil society organisations (CSOS)’, while Financial Bids will be kept un-opened. Only firms whose Technical submissions meet the stipulated minimum requirement would have their Financial bids opened at a later date.
This announcement should be regarded as a Public Invitation to all interested bidders, Non- Governmental Organisations (MGOs) working with transparency and Accountability, relevant Regulatory and Professional Bodies and the General Public to attend the bid opening.
