INVITATION TO TENDER FOR 2019 CAPITAL PROJECTS

1.0. INTRODUCTION
The Federal Radio Corporation of Nigeria, FRCN, in compliance with the requirement of the Public Procurement Act 2007, invites interested republic companies, with relevant experience to tender for the under listed 2019 capital projects.

2.0. SUPPLY/INSTALLATION OF BROADCAST EQUIPMENT AND OPERATIONAL VEHICLES

LOT 2Refurbishing of on-Air and Production Studios in Abuja
LOT 3Supply of 20W BUC 1 No.
LOT 4Construction of Earthing system pits in FM Stations 2Nos
LOT 5Supply and installation of 5 KW Transmitter Antenna system and feeder cable 1Nos
LOT 6Supply of Operational vehicles 3 nos
LOT 7Development and deployment Of Revenue Collection and Staff Management Portal 1No.

3.0. ELIGIBILITY REQUIREMENTS
i. Evidence of certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
ii. Evidence of company income tax clearance certificates for the last three years valid till 31st December, 2019
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2019
iv. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2019
v. Evidence of current Nigeria Social insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019
vi. Evidence of registration on the National Database of Federal Contractors, Consultants and service providers by submission of Interim Registration Report (IRR) expiring on 31/01/2020 valid Certificate issued by the Bureau of Public Procurement (BPP)
vii. Sworn affidavit disclosing whether or not any officer of the relevant committees of the Federal Radio Corporation of Nigeria or the Bureau of Public Procurement is a former or present Director, Shareholder or has any interest in any bidder that the company is not in receivership or under liquidation or involved in any litigation which can potentially affect the company’s ability effectively discharge their responsibility if engaged and to confirm that all information presented in its bid are true and correct in all particulars.
viii. Company’s Audited accounts for the last three (3) three ears – 2016, 2017 & 2018
ix. Evidence of financial Capacity to execute the project by submission of reference Letter from a reputable Commercial Bank willingness to provide credit facility for the execution of the project when needed.
x. Evidence of OEM accreditation /authorization letter (where applicable);
xi. verifiable documentary evidence of at least three (3) similar jobs executed in the five (5) years including Letter of awards and job completion certifications
xii. Only companies included in the National Automotive design and development council’s approved list of local manufactures of vehicles or their authorized representatives should bid for Lot 6
i. All bidding documents for submission must be transmitted with a Covering/Forwarding Letter under the company’s Letter Head paper bearing amongst other, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), contact Address, Telephone Numbers (preferably GSM No.) and valid e-mail address and official company’s address. The letterhead Paper must bear the Names, Nationalities and telephone number of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm

4.0. COLLECTION OF BID DOCUMENTS (LOTS 1-6)
Interested companies are to collect bid documents from office of the Secretary, Parastatal tenders Board (Room 19, 2nd Floor Radio House) upon payment of non-refundable fee of N10,000.00 (Thousand Ten Thousand Naira) only, per lot, payable to the Federal Radio Corporation of Nigeria (Headquarters) through REMITA platform to any commercial bank. Evidence of such payment is to be presented at the point of collection of the bid documents, between 9:00am and 4:00pm Mondays to Fridays.

5.0. SUBMISSION OF BID DOCUMENTS (LOTS 1-6)
Bidders are to submit both technical and financial bids in separated sealed develops, clearly marked Technical and Financial. Each envelope, whether technical or financial, must state the lot number on the right corner. The name and address of the bidders including valid contact telephone numbers must be clearly stated on the back of each envelope. Failure to abide by these regulations may lead to disqualification.

Bids are to be submitted on or before 12:00 noon on Mondays 23rd September, 2019 to the Secretary, FRCN Tenders Board, radio House, Garki-Abuja

6.0. SUBMISSION OF EOI DOCUMENTS (LOT 7)
6.1. Interested firms are to submit two (2) bound Expression of Interest (EoI0 documents separated by dividers and arranged as indicated above. The Documents should be submitted in a sealed envelope and address as indicated above, and marked with (the name of the project and the list numbers)

6.2. Furthermore, the reverse of each sealed envelope should have the name and address of the bidders and drop at the designated Tender Box not later than 12:00 on Monday, 26th August, 209.

7.0. OPENING OF EOI/BIDS
Only EOIs/technical bids will be opened immediately after the deadline for submission at 12:00 Noon on Monday, 26th August, 2019 and 12:00 noon on Mondays, 23rd September, 2019 respectively, in the presence of representative of bidders. This advertisement also serve as an invitation to all stakeholders and the general public to the bid’s opening

8.0. PLEASE NOTE
i. All expenses incurred in the preparation and submission of any response to this invitation shall be borne solely by the interested participating company
ii. FRCN reserve the right to verify claims made by any bidders
iii. FRCN is not obliged to accept the lowest or any bid
iv. Only shortlisted bidders will be invited for further consideration
v. This advertisement shall not be construed as a commitment on the part of FRCN to contract any company, nor shall it entitle any company submitting documents to claim any indemnity
vi. Lots 1-6: Only pre-qualified Bidders at technical evaluation will be contacted at a later date for financial bids opening, while financial bids of un-successful bidders will be returned u-opened
vii. Lots 7: Only short list bidders at EOI’s evaluation will be contacted at a later date for collection of Request for Proposals.
viii. Submission of bids through email or fax will not be accepted.
ix. All submission must be made in English language
x. All submission must be in the Nigeria currency i.e. Naira
