INVITATION TO TENDER FOR THE PROCUREMENT AND INSTALLATION OF LABORATORY EQUIPMENT 2019 REVITALIZATION FUND UNDER THE NEED ASSESSMENT AND INTERVENTION FUND (NAIF)

1. BACKGROUND
Federal University Dutse in pursuant of its mandate, and in line with the Public Procurement Act 2007 amended hereby invites qualified, reputable and Interested companies to submit tender for the Procurement and Installation of Laboratory Equipment under 2019 Revitalization Fund of the Need Assessment and Intervention Fund (NAIF).

2. SCOPE OF WORK

3. ELIGIBILITY REQUIREMENTS
Interested and reputable companies are required to possess the under-listed requirements to eligible under these projects,
a. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including form CAC2 and CAC7
b. Evidence of current Company income Tax Clearance Certificate for the past three (3) years valid to 31st December, 2019, with minimum average annual turnover of N100 million
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2019
d. Evidence of current industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2019
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submitting Interim Registration Report(IRR) valid till 31st January, 2020 or valid Certificate issued by BPP
g. Sworn affidavit disclosing whether or not any once or the relevant committees of Federal University Dutse or the Bureau for Public Procurement is a former or present Director shareholder or has any pecuniary interest in the firm expressing interest and, to confirm that all information presented are true and correct in all particulars
h. Company Audited Accounts for the last three (3) years (i.e.2016/2017 and 2018)
i. Evidence of Original Equipment Manufacturers (OEM) or the Accredited dealers;
j. Company profile with the Curriculum Vitae of key staff to be deployed for the project showing relevant academic and professional qualification (COREN, QSRBN, ARCON, CORBON, NISLT, etc.)
k. Verifiable documents of at least three ( similar jobs executed in the last five (5) years including Letters of Awards and Job Completion Certification
l. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RO) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Tender Documents from the Procurement Unit Block “k”, Room 11, Take-off site Ibrahim Aliyu Bye-Pass, Dutse, Jigawa State, on evidence of payment of a non-refundable fee of Ten Thousand Naira (N10,000.00) only per Lot through the REMITA platform.

5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the lot desired, two (2) copies each of the Technical and Financial bids, packaged separately in sealed envelopes and clearly marked as Technical Bid and Financial Bid The documents should be submitted in a sealed envelope with the Name/Title of the Project arid Lot Number clearly marked and addressed to: The Head, Procurement Unit, Federal University Dutse, Black Room 11, Gate 2, Take-Off Site Ibrahim Aliyu Bye-Pass Dutse, Jigawa State
The reverse side of the envelope should be clearly marked with the name and address of the bidder and dropped in the designated tender box at the Reception Area, Ground Floor Senate Building Federal University Dutse, Gate 1, ibrahim Aliyu Bye-Pass, Dutse, Ubawa State not later than 10:00 am on 30th December 2018. The working hours is 8:00am to 4:00pm on weekdays, excluding weekends. Please ensure that you sign the Bid Submission register as the University will not be liable for misplaced or wrongly submitted Bids.

6. OPENING OF BID
The Technical Bid will be opened at 10:00 am on 30th December 2019 in the Senate Chambers, Senate Building Federal University Dutse, Gate 1, ibrahim Alyu Bye-Pass Dutse, Jigawa State in the presence of all the bidders or their representatives

7. ADDITIONAL INFORMATION
a. Bid must be in English Language and signed by an authoriSed official of the company
b. Bidders should not bid for more than one (1) lot
c. Bids submitted after the deadline for submission would be returned unopened:
d. Delivery by courier will not be accepted
e. All cost shall be borne by the bidders
f. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening while the financial bids of unsuccessful bidders will be returned un-opened
g. The University is not bound to pre-qualify any bidder and reserves the right to annul the process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007(as amended)
