INVITATION TO TENDER

1. INTRODUCTION
The Federal University of Agriculture, Abeokuta (FUNAAB) is desirous of undertaking Bids exercise (Technical and Financial) for the under-Listed projects. Consequently, the University wishes to invite reputable Contractors to bid for the following projects.

3. ELIGIBILITY REQUIREMENTS
To interested bidders are required to submit the following documents:
a. Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), Form CAC2 & CAC7
b. Evidence of Company’s current Tax Clearance Certificate for the last three years (2016, 2017 and 2018) valid till 31st December 2019. The minimum average turnover required is N150 million for project (A), N100 million for projects (B, C and D) and N250 million for project €;
c. Evidence of Current Pension compliance certificate valid till 31st December 2019
d. Evidence of current Industrial Training Fund (ITF) certificate valid till 31st December 2019
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) clearance certificate valid till 31st December 2019
f. Evidence of registration on the national Database of federal Contractors, consultants and service Providers by submission of Interim registration Report (IRR) expiring on 30/06/2019 or a valid certificate issued by BPP;
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal University of Agriculture, Abeokuta or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented I the are true and correct in all particulars
h. Company Audited Account for the last 3 years (2016, 2017 & 2018)
i. Evidence of financial capability to execute the job, by submission of reference letter from a reputable commercial bank with willingness to provide credit facility when needed.
j. Company Profile’s Curriculum Vitae of key of staff to be deployed for the project, including copies of their Academic/professional qualifications (e.g. COREN, QSRBN, ARCON, CORBON, etc.);
k. Verifiable documentary evidence of at least three (3) similar jobs successfully executed in the last five years including Letters of awards, Valuation Certificate and/or job completion certificate and photographs of the projects.
l. List of Plants and Equipment with proof of ownership or lease agreement
m. for Joint Venture/Partnership, Memorandum of understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV partners;
n. All documents for submission must be transmitted with a Covering/Forwarding Letter under the company’s Letter Head paper bearing amongst other, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), contact Address, Telephone Numbers (preferable GSM No.) and valid e-mail address and official company’s address. The letterhead Paper must bear the Names, Nationalities and telephone number of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.

NOTE
i. The Documents to be submitted should follow the order listed in a-o above. Each parcel should have a table of Contents, indicating the page on which these items are to be found.
ii. Interested bidders should note that the original of the documents listed would be requested and should be available for sighting, whenever required. Also, the bidding documents of any bidder that do not meet the above eligibility criteria will not be considered.
iii. Interested and eligible bidders may obtain further information from the Procurement unit, Room A119, Unity Building A from 9:00am Mondays to Fridays, except on public holidays

4. COLLECTION OF TENDER DOCUMENTS
4.1. The sum of Ten Thousand Naira (N10, 000.00) non-refundable tender fee, per lot, shall be paid into FUNAAB e-collection Account Number: 0220217161018 on REMITA platform retrieval reference (RRR) and making the payment through any Commercial bank. In generating the IRR, always ensure that you select Federal University of Agriculture, Abeokuta as the Name of the MDA and Tender Fees as the Name of Service/Purpose. The evidence of Payment shall be submitted with the bidding documents.
4.2. Bidding documents will be available for collection from the office of the Procurement Unit, Room A119, Unity Building ‘A: on presentation of non-refundable processing fee as indicated above

5. SUBMISSION OF TENDER DOCUMENTS
Two (2) copies of the technical bidding documents must be submitted in A4 paper, paged, neatly bound and sealed in one envelope, while the financial bid must be sealed in another envelope and all (both technical and financial bids) are to be submitted in one (1) bid envelope with the inscription on the top left side of the envelope, e.g.: Construction of Comfort Station, indicating the name of the company on the reverse side of the envelope and delivered to: The Head, Procurement Unit, Room A119, Unity Building A, Federal University of Agriculture, P.M.B 2240, Abeokuta, Ogun State at 12:00 noon on Wednesday, 5th June, 2019

6. OPENING OF BIDS
All bidders, their representative, and the general public are invited to attend the financial bid opening at 12:000 noon on Wednesday, 5th, 2019 at Room A119, Unity Building ‘A’, Federal University of Agriculture, Abeokuta

7. ADDITIONAL INFORMATION
i. The full details of the Specification for each lot would be attached to the Bidding documents and all financial bids should be quoted in Naira (N)
ii. All bids for any lot requiring Bid security must be accompanied with bank guarantee of at least 2% of the price as bid security in Naira
iii. Bids would not be awarded to the lowest bidders but lowest evaluated responsive bidder
iv. No bidder should bid for more than two (2) lots
v. all Bids submitted after the closing date time would be returned un-opened;
vi. Bidders who are successfully in the technical bidding will be invited for the opening of the financial bids, at a later date, while the financial bids of unsuccessful bidders will be returned to the unopened.
vii. Bidders who are successful in the Technical bidding will be invited for the opening of the Financial bids, at a later date, while the financial bids of unsuccessful bidders will be returned to then un-opened.
