The Federal University of Technology, Owerri is desirous to upgrade/rehabilitate its existing structures as well as procure some vehicles for the use of the University personnel. The University therefore invites experienced and competent Contractors/Suppliers to Tender for the following YEAR 2019 INTERNALLY GENERATED REVENUE projects.

1Renovation of the existing Senate Building
2Renovation of existing Old SEET Building
3Renovation of existing Hall of Mercy
4Renovation of existing Centre for Industrial Studies Workshop
5Extension of Health Services Building
6Procurement of Vehicle

ELIGIBITY REQUIREMENTS (Original documents must be presented for sighting);
a. Evidence of Certificate incorporation issued by the Corporate Affairs Commission (CAC) including forms CAC2 and CAC7
b. Evidence of Current Income Tax Clearance Certificate for the past 3 years valid for 31st December, 2019 with minimum average Turnover of N30m:
c. Evidence of Pension Compliance Certificate valid till 31st December, 2019
d. Evidence of industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF Compliance Certificate valid 31st December, 2019;
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid certificate issued by the BPP
g. Verifiable documentary evidence of at least three (3) similar jobs successfully executed in the past five (5) years with locations, letters of award valuation certificates, job completion certificates and photographs of the projects
h. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of Federal University of Technology, Owerri, or the Bureau of Public Procurement a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars,
– That the Director(s) of the prospective contractual company has/have never been convicted by any court of law
– That neither the company nor any of the company’s directors is bankrupt
– That the company is not in receivership:
i. Company’s Audited Account for the past 3 years (2016, 2017 & 2018)
j. Evidence of financial capacity to execute the project by Submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including of their Academic/Professional qualifications;
l. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided(CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partners.
m. All documents for submission must be transmitted with Convening/Forwarding letter under the Company/Firm’s Letter Head bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

Interested Companies are to collect the Standard Bidding documents (880) from the distant
Chief Procurement Office. Room 215.indoor Sonnet Building on evidence of payment of a non-refundable tender fee of (N10, 000.00)Ten thousand Naira per Lot paid into Federal University of Technology Owerri’s Remita accounting any reputable commercial bank in Nigeria

TWO (2) hard copies (each) of both Technical and Financial Documents must be in two different sealed envelopes tagged “Technical Bid and financial Bid respectively and must be placed in a bigger envelope marked on top left-hand corner, the Project Name and Lot No und addressed to The Vice Chancellor Federal University of Technology, Owerri, Imo State.

The reverse side of each sealed envelope should have the name and address of the bidder and dropped in a tamper proof box provided at the Office of the Procurement Unit Room 215, First floor, Senate Building. Please note that the two copies of Technical Bid Documents should be bound with a table of contents in order of listing above not later than 12:00 noon on Monday, 13th January, 2020.

Only the Technical Bid documents shall be opened immediately after the deadline for submission at 12:00 noon on Monday, 13th January 2020 in the University
Council Chambers Second floor, Senate Building in the presence of bidders or their representatives, while the Financial Bids will be kept-open. Please ensure that you sign the bid submission register provided in the Procurement Unit Room 215 first floor of the Senate Building FUTO as the University will not be held liable for misplaced or wrongly submitted bids All bidders or their representatives are invited to attend Interested Members of the Public and Private Sector Professionals in the Construction Industries and Non-Governmental Organizations in Anti-corruption/transparency areas are invited to witness the opening

a. Bids must be in English Language and signed by an official authorised by the bidder,
b. All costs will be borne by the bidders
c. Only pre-qualified bidders will be contacted at later date for financial bid opening, while financials bids of unsuccessful bidders will be returned un-opened
d. Any bid submitted after the deadline for submission shall be returned un-opened
e. The Federal University of Technology Owerri no bound to pre-qualifying bidders and reserves the right to annuity Procurement process at any time without incurring any liabilities in accordance with section 25 of the Public Procurement Act 2007
f. Bidders should not bid for more than two (2) Lots
