INVITATION TO TENDER FOR SUPPLY OF PHARMACEUTICAL
DRUGS UNDER A FRAMEWORK AGREEMENT

With funding from the Global Fund, Family Health International (FHI360) is collaborating with Achieving Health Nigeria Initiative (AHNi) to support the government of Nigeria to enhance sustained cross-sectional integration of HIV/AIDS services by building Nigeria’s capacity to deliver sustainable high quality, comprehensive, prevention, treatment, care and related services in Nigeria.
Achieving Health Nigeria Initiative (AHNi) is inviting qualified and interested authorized manufacturers/ distributors of the below listed pharmaceutical drugs to submit sealed quotations for supply under a Framework Agreement:

(c) MINIMUM ELIGIBILITY REQUIREMENT AND AWARD CRITERIA
|1||Company Profile; registered addresses), official/functional emails, telephone numbers and point of contact for the company;|
|2||Evidence of legal registration document of the company (CAC, FORM C07 and FORM C02);|
|3||Tax Clearance Certificate for 2016, 2017 and 2018;|
|4||Evidence of Financial Capability (most recent audited account);|
|5||Bank Reference Letter duly addressed to AHNI Procurement Committee.|
|6||Evidence of NAFDAC and MANCAP Certification as Manufacturer or Authorized Distributor/Marketer in Nigeria|
|7||Evidence of Registration with Pharmaceutical Society of Nigeria and Pharmacists Council of Nigeria|
|8||Evidence of experience in award(s) of similar scope and complexity within the last 3 years: Bidders must provide copy(ies) of Job Orders and proof of delivery(ies)|
|9||Financial Quotation and required Commercial Terms|
(d) EVALUATION AND SELECTION CRITERIA:
Bidders should ensure that all requested information above are included in the submission. Proposals will be evaluated based on completeness and conformity to the tender requirement listed (Quality, Delivery Leadtime, Price Competition, Shelf Life>80%, Payment Terms, Regulatory Certification and Warranty Provision).
To ensure AHNi get value for money, Bidders that meet the technical requirement will be required to submit physical sample(s) of the product proposed for regulatory review/approval and shall form part of the selection process.
(e) SUBMISSION PROCEDURE AND INSTRUCTIONS:
Technical Documentation (Criteria 1-8) and Financial Quotation including commercial terms (Criteria 9) MUST be separated, signed by the authorized representative and in sealed envelopes. Your submission must be marked with the Tender Reference Number. Completed tender documents should be addressed and submitted in hardcopy to:

(f) ADDITIONAL INFORMATION:
• For clarification on any aspect of this Tender, please send an email reflecting tender reference to email@example.com
• AHNi is Value Added Tax (VAT) exempted but deducts withholding tax (WHT) in compliance; with relevant Nigerian Tax Laws;
• Deliveries- delivery location under the Framework Agreement is Lagos, Nigeria;
• All proposal document submitted including price must be valid for fifteen (15) months from the tender due date. This includes but not limited to cost, terms and conditions and master level agreement.
• Framework Agreement implies that multiple deliveries will be required at various intervals to needed location (Lagos, Nigeria)
(g) CLOSING DATE:
Tender document must be hand delivered or couriered to the above address on or before Thursday 28 November, 2019 at 5:00pm prompt.
AHNi reserves the right to select and negotiate with those company it deems in its sole discretion to be qualified for competitive bid and to terminate negotiation without incurring any liability. Issuance of bid document does not constitute a commitment by AHNi to award a contract.
