INVITATION FOR 2019 PRE-QUALIFICATION EXERCISE

1.0 The Federal Capital Territory, High Court of Justice, Abuja in its bid to create a conducive working environment for better and quick dispensation of Justice, invites experienced and competent contractors to submit bids for its 2019 fiscal budget pre-qualification, under the following procurement Lots:

2.0 SCOPE OF WORKS/SUPPLY
2.1 The scope of the procurement/works involved Supply of Motor Vehicles, Renovation/Rehabilitation of Hon. Judges official residences, Sinking of Boreholes, Supply of Generating Power Sets, Supply of Chairs and Supply of Broadcast and Communication Equipment which are categorize under the following Lots:-

CATEGORY A: WORKS:
Lot 1: Renovation/Rehabilitation of Official Residences
Lot 2: Sinking of Boreholes

CATEGORY B: GOODS:
Lot 3: Supply of Generating Power Sets
Lot 4: Supply of Motor Vehicles
Lot 5: Supply of Broadcast and Communication Equipment
Lot 6: Supply of Chairs

3.0 ELIGIBILITY REQUIREMENT
(a) Evidence of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC 2 and CAC 7.
(b) Evidence of company’s income tax clearance certificates for the last three (3) years valid till 31st December, 2019;
(c) Evidence of current pension compliance certificate valid till December, 2019
(d) Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2019.
(e) Evidence of current Nigerian Social Insurance Trust Fund (NSITF) compiler certificate valid till 31st December, 2019.
(f) Evidence of registration on the National Database of Federal contractors, consultants and service providers by submission of Interim Registration Report (IRR) valid till 31st January, 2020 or valid certificate issued by BPP.
(g) Sworn affidavit disclosing whether or not any officer of the relevant committees of the FCT High Court, Abuja or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidding and to confirm that all information presented in its bid are true and correct in all particulars.
(h) Company audited accounts for the last three (3) years (2016, 2017 and 2018).
(i) Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of project when needed.
(j) Company’s profile with the curriculum vitae of key staff to be deployed for the project, including copies of their academic qualification/professional qualifications in case of LOT 1 (COREN, QSRBN, ARCON, CORBON etc).
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificate, job completion certificate.
(l) List of plant/equipment with proof of ownership/lease (LOT 1)
(m) Letter of Authorisation from Original Equipment Manufacturers (OEMs) for Lots 3 and 5
(n) Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for Lot 4
(o) All documents for submission must be transmitted with a covering/forwarding letter under the company/firms letter headed paper bearing among others the Registration Number (RC) as issued by Corporate Affairs Commission (CAC) contact address, telephone number (preferably GSM No) and email address. The letter headed paper must bear the names and nationalities of the Directors of the company in the bottom of the page, duly signed by the authorized officer of the firm

4.0 SUBMISSION
Prospective bidders are to submit thee documents in a SEALED ENVELOPE marked “2019 PRE-QUALIFICATION EXERCISE” with LOT NUMBER boldly written for easy Identification. The reverse side of each SEALED ENVELOPE should have the name and address of the bidder and should hand delivered on or before 12 August, 2019 by 12noon to the office of:

5.0 BID OPENING
The pre-qualification document will be opened immediately after the deadline for submission 12:00 noon on Monday, 19 August, 2019 in the Ceremonial Court of FCT High Court Maitama – Abuja.

6.0 GENERAL INFORMATION
(a) Bids must be in English Language and signed by an official, authorized by the bidder.
(b) Bids submitted after the deadline and time would be returned un-opened.
(c) Bidders are not allowed for more than two (2) LOTS.
(d) All cost will be borne by the bidders.
(e) Only pre-qualified bidders will be contacted at a later date for collection of Tender documents;
(f) The High Court of FCT, Abuja is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the 2007 Public Procurement Act.
