1. Independent National Electoral Commission (INEC) in pursuance of its constitutional functions and in compliance with the Due Process requirements seeks to undertake the under listed insurance Policies.

To this end, the Commission invites duly registered and reputable in Underwriting and Brokerage firms to express interest to provide and to manage the various insurance policies as Underwriters or Brokers respectively

3. ELIGIBILITY CRITERIA FOR EXPRESSION OF INTEREST
The Company’s profile highlighting the following:
a. Evidence of Certificate of incorporation issued by Corporate Affair Commission (CAC) including updated Annual Returns, Forms CAC2 and CAC7
b. Evidence of Company Income Tax Clearance Certificate for the bed three (3) years valid till 31st December, 2019
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2019
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2013
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP
g. CTC of evidence of registration with the National Insurance Commission (NAICOM)
h. Evidence of current membership of the Nigerian Council of Registered Insurance Brokers (NCRIB)
i. Sworn Affidavit
– disclosing whether or not any officer of the relevant committees of Independent National Electoral Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
– That the Director(s) has/have never been convicted by any court of law
– That none of the company’s Director is bankrupt;
j. Company’s Audited Accounts for the last three (3) years – 20162017 2018;
k. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
l. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications
m. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards Valuation Certificates, Job Completion Certificates and Photographs of the projects;
n. List of Plants/Equipment with proof of Ownership/Lease (where applicable);
o. All documents for submission must be transmitted with a Covering Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

In addition to the above, Underwriters are also expected to submit the following:
i. Evidence of valid reinsurance treaty arrangements
ii. Identification of available extensions and exemptions applicable to each cover.
iii. Time within which the policy and all other documents evidencing the contract shall be issued.
iv. Claims reporting procedure and documentation in respect of each cover
v. Time limit within which claims shall be processed and paid.
vi. Guarantee/remedy against failure to settle claims as indicated.
vii. Other incidental services that can be rendered to the Commission by the company under the contract of insurance.

In addition to requirements for expression of interest above, the Brokers are also expected to submit the following;
i. Evidence of professional Indemnity Insurance cover from a duly registered insurance company
ii. Evidence that at least a key member of staff is an Associate member of NCRIB

4. GENERAL INFORMATION
i. The closing date for the submission of Expression of Interest shall be 21 days from the date of the publication of this advert.
ii. Tender documents submitted late shall be rejected
iii. Failure to comply with the instruction(s) and provide any required document (s) may automatically result in disqualification
iv. Only firms that are pre-qualified after the evaluation of the expression of interest submission will be contacted
v. INEC reserves the right to reject any or all the tender documents
vi. No communication will be entered into with any unsuccessful applicant\
vii. This advertisement shall not be construed as a commitment on the part of INEC nor shall it entitle the tenderer to make any claims whatsoever and or seek any indemnity from INEC by virtue of such tenderer having responded to this advert.

5. NOTATION
i. The documents should be arranged in the order listed above and earth Separated by divider
ii. Failure to submit mal required documents stated above may lead to the unification of the Bids
iii. No payment of tender fee is required:
iv. All CAC, PENCOM, ITF, NSITF and tax clearance Certificate submitted may be referred to Security Agencies, Corporate Affairs Commission (CAC)
v. Federal Inland Revenue Service (FIRS), Industrial Training Fund (ITF), National Pension Commission and other relevant bodies for verification
vi. This notice shall not be a commitment on the part of Independent National Electoral
vii. Commission to award any form of contract to any respondent nor shall it entitle any Company/Firm submitting documents to claim any indemnity from the commission
viii. Bid document shall be submitted in person. Any bid submitted through post shall not be accepted
ix. Bidders shall be responsible for all costs in preparation and submission of Bid
x. Please note that only shortlisted time will be invited at a later date for collection of Request for Proposal.

6. SUBMISSION
All submissions must be delivered in one (1) neatly bounded hard on the sealed envelope clearly marked EXPRESSION OF INTEREST either as Underwriter or Broker for INEC Insurance cover along with a soft copy in PDF format and addressed to:

6.1. EOI should be submitted for each Lot and is should not bid for more than two (2) Lots. Violation is automatic disqualification.
