INVITATION TO TENDER/PRE-QUALIFICATION FOR 2019 CAPITAL PROJECTS
The Federal Government of Nigeria has allocated funds to the Federal Ministry of Education (FME), King’s College Lagos state in the 2018 appropriation for the execution of policies, programs and projects toward achieving the mandate of the college. Accordingly, the college wishes to invite reputable contractors with relevant proven competence and experiences to submit tenders for the execution of the following projects.
2. PROFILE OF PROJECTS

3. ELIGIBILITY REQUIREMENT
a. Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
b. Evidence of Company Income Tax Clearance certificate for the last three (3) years (2016, 2017 and 2018) valid till 31st December, 2019. with minimum average turnover of N20 million
c. Evidence of current pension compliance certificate valid till 31st December, 2019;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2019;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliances Certificate valid till 31st December, 2019;
f. Evidence of Registration on the National Database of Federal Contractor, Consultant and service Providers by submission of interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the King’s College or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
h. Company’s Audited Accounts for three (3) years (i.e. 2016, 2017 and 2018)
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness and readiness to provide credit facility for the execution of the project when needed;
j. Company Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualification (COREN, QSRBN and CORBON etc.)For works
k. Verifiable documentary evidence of at least three(3) similar jobs (to the one interested) in the last five (5) years including letters of Award, Valuation Certificates Job Completion certificates and Photographs of projects;
l. List of Plants/Equipment with proof of Ownership/Lease(For works)
m. For joint venture/partnership, memorandum of understanding (MoU) should be provided (CAC, Tax clearance certificate, pension compliance certificate, ITF Compliance certificate, NSITF Compliance certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
n. All documents for submission must be transmitted with Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS
The tender documents are to be collected from Procurement office between the working hours of 08:00am and 04:00pm daily from the date of this publication upon the payment of a non-refundable tender fee of N10, 000.00 into the King’s College, Lagos REMITA account in any commercial bank and presented for a copy of College’s receipt.
5. SUBMISSION OF TENDER DOCUMENT
Completed tender documents should be in two (2) hard copies (Marked “Original” & “Copy”) each both Technical and Financial bids with softcopy of financial bid only, packaged in two separated wax sealed envelopes and clearly marked at the top right corner of each envelope stating the title of the project i.e. “TECHNICAL BIDS FOR LOT 1:” & “FINANCIAL BID FOR LOT 1”and at the reverse side the name of the company should be boldly written. Both envelopes shall then be put in a larger envelope and clearly marked at the top right corner stating the title of the project and be left in the appropriate Tender Box at procurement office to be addressed to:

The submission should be made not later than 12:00 NOON ON Monday, 30th September, 2019. Late application will be returned unopened. Please make sure you signed Bid Submission Register at Procurement Office, As King’s College, Lagos will not be held responsible for misplaced or wrongly submitted Bids.
6. OPENING OF BIDS
The submitted bids will be opened at 12.00 noon on Monday, 30th September, 2019 at school Board Room 12noon. Bidders/Company representatives and interested members of the public including relevant professional bodies, civil society and Non-Governmental organizations are hereby invited to witness the opening of the technical bids.
7. PLEASE NOTE THAT
i. Bids must be in English LANGUAGE are signed by an official authorized by the bidder
ii. Bids submitted after the deadline for submission would be returned un-opened;
iii. Bidders should not bid for more than one lot
iv. All costs will be borne by the bidders
v. Only pre-qualified bidders will be contacted at a later date for financial bid opening
vi. The Federal Government College King’s, Lagos is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the public procurement Act 2007.
