INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR THE PROCUREMENT OF VARIOUS TEXTBOOKS AND LIBRARY EQUIPMENT FOR THE UNIVERSITY LIBRARY UNDER 2015-2018 (MERGED) TETFUND INTERVENTION ON LIBRARY DEVELOPMENT
1.1 Kwara state university will use the intervention for expanding and updating its present collections to enable it provide staff and students increased access to needed resources for teaching, learning, research and community development activates and to meet National universities commission (NUC) visitation, accreditation and re-accreditation requirements. Thus. The Kwara state university invites interested, competent and reputable contractors/suppliers to tender for the under listed projects.
2. SCOPE OF SUPPLY
2.1 The scope of work/supply is as follows:
LOT 1: PROCUREMENT OF VARIOUS BOOKS FOR COLLEGE OF ENGINEERING AND TECHNOLOGY
LOT 2: PROCUREMENT OF VARIOUS BOOKS FOR COLLEGE OF PURE AND APPLIED SCIENCES AND AGRICULTURE
LOT 3: PROCUREMENT OF VARIOUS OF BOOKS FOR COLLEGE OF HUMANITIES MANAGEMENT AND SOCIAL SCIENCES, VARIOUS E-BOOKS AND JOURNALS FOR THE COLLEGES
LOT 4: PROCUREMENT OF VARIOUS BOOKS FOR COLLEGE OF INFORMATION AND COMMUNICATION TECHNOLOGY EDUCATION, LAW AND MILITARY STUDIES
LOT 5: PROCUREMENT OF LIBRARY EQUIPMENT
3. ELIGIBILITY REQUIREMENTS
a. Evidence of certificate of incorporation with the Corporate Affairs Commission (CAC) including forms CAC2 and CAC7
b. Evidence of company income’s Tax clearance certificate for the last three years valid till 31st December, 2019.
c. Evidence of current pension compliance certificate valid till 31st December, 2019
d. Evidence of current industrial training fund (ITF) compliance certificate valid till 31st December, 2019
e. Evidence of current Nigeria social insurance trust fund (NSITF) compliance certificate valid till 31st December, 2019.
f. Evidence of registration on the National database of federal contractors, consultants and service providers by submission of interim registration report (IRR) expiring 30/6/2019or valid till certificate issued by BPP.
g. Sworn Affidavit – Disclosing whether or not any officer of the relevant committees of the Kwara state university, Malete, Kwara state or the bureau of public procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in this bid are true and correct in all particulars.
h. Company Audited accounts for the last three years 2016, 2017, 2018;
i. Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria, including willingness to provide credit facility for the execution of the project when needed.
j. Company’s profile with the curriculum vitae of key staff to be deployed for the project, including copies of their Academic/professional qualifications.
k. Verifiable documentary evidence of at least three similar jobs executed in the last five years including letter of award, valuation certificate, job completion certificate and photographs of the projects.
l. All document for submission must be transmitted with a covering/forwarding letter under the company’s /firms letter head paper bearing amongst others the registration number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferable GSM), e-mail address. The Letterhead paper must bear the names and Nationalities of the directors of the country at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the standard bidding document (SBD) from the office of the University Librarian, Kwara state university, Malete upon evidence of payment of a non-refundable fee of N10,000,00 per lot paid into the Kwara state university as follows:

5. SUBMISSION OF EOI DOCUMENTS
Prospective bidders are to submit bid for each of the lot desire (2) hard copies each of technical and financial bids softcopy of financial bid only in MS Excel format, packaged separately in sealed envelope and clearly marked as “Technical Bid” or “Financial Bids”, thereafter, put the two sealed envelopes together in a bigger envelope address to the registrar, office of registrar, Kwara state university, Malete and clearly marked with the name of the project and the lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated tender box at the office of the registrar, Kwara state university, Malete not later than 12:00 noon Thursday 4th July, 2019.
6. OPENING OF BIDS
The technical bids will be opened immediately after the deadline for submission at 12:00 noon on Thursday 4th July, 2019 in the council chamber ok Kwara state university, Malete in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please, ensure that you sign the bid submission register, as the office of the registrar, Kwara state university Malete with the Secretary, second floor, Administrative building, KWASU, Malete. The university will not be held liable for misplaced or wrong submitted bid. For further equities, please contact the Ag. 7. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidder.
b. Bids submitted after the deadline for submission would be returned un-open.
c. Bidders should not bid for more than two (2) Lots.
d. All costs will be borne by the bidders.
e. Only pre-qualified bidders at technical evaluation wil be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
f. The Kwara state university, Malete is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring ant liabilities in accordance with section 28 of the public procurement Act 2007.
