1.1. Lagos International Trade Fair Complex Management Board, a Parastatal under the supervision of Federal Ministry of Industry, Trade and Investment (FMIT&I) having secured some finds in the 2019 Appropriation, intends to implement some projects through the procurement of Goods, Works and Consultancy Services Programme.
1.2. In compliance with the Public Procurement Act (PPA), 2007, hereby invites interested, competent and reputable contractors service providers to bid for the following projects in the year 2019 capital project:

3.0. ELIGIBILITY REQUIREMENTS
Prospective bidder must possess the under-listed requirements to be eligible in the procurement
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC2 and CAC7’s
ii. Evidence of Company’s Current Tax Clearance certificate for the last three year (2016, 2017, and 2018) valid till 31st December 2019 with a minimum average annual turnover of N10Million (for Category)
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2019
iv. Evidence of current Nigeria Social insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019
v. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2019
vi. Evidence of financial capability to execute the job, by submission of Reference Letter form a reputable Commercial bank with a willingness to provide credit facility when needed;
vii. Sworn affidavit:
– Disclosing whether or not any of the relevant committees of the Lagos International Trade Fair Complex Management Board or Bureau if Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars:
– That the company is not in receivership, insolvent or bankrupt
– That the company does not have any Director has been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety;
viii. Company’s Profile with the Curriculum vitae of key Staff to be deployed for the project including copies of their Academic/Professional qualification such as (ARCON, COREN, QSRBN, CORBON etc.);
ix. Verifiable documentary evidence of at least three (3) similar jobs awards, Valuation certificates and/or job competition certificates and Photographs of the project.
x. List of Plants and Equipment with proof of ownership or lease agreement (Lot IB).
xi. Only companies included in the National automotive Designs and development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for LOT 1
xii. All documents for submission must be transmitted with a covering/forwarding letter under the Audit Firm’s letter Head Paper bearing among others; the registration number (RC), contact address, telephone number (preferably GSM No.) and email address. The letterhead paper must bear the names and nationalities of the Audit Partners at the bottom of the page, duly signed by the authorized partner of the Audit Firm
4.0. COLLECTION OF TENDER DOCUMENTS
Interested and competent bidders are required to collect the Standard Biding Documents (SBD) from the procurement Department/Unit, Lagos International Trade fair complex, Management Board upon presentation of evidence of payment of non-refundable Tender Fee of N10,000.00 per lot paid into the Lagos International Trade Fair Complex, Management Board Remita’s account in any reputable commercial bank in Nigeria
5.0. SUBMISSION OF TENDER DOCUMENTS
Perspective bidders are to submit (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelope and clearly marked as Technical Bid or Financial Bid. Thereafter, put the two sealed envelope together in a bigger sealed envelope address to the executive director, Lagos International Trade Fair Complex, Management Board, Lagos State and clearly marked with (the name of the Project and the Lot Number). Furthermore, the reserve of each sealed envelope should have the name and address of the bidders and drop in the designated Tender Box at the procurement Unit, Lagos International Trade fair Complex, Management Board not later than 12:00 noon on Monday 9th September, 2019.
6.0. OPENING OF BID DOCUMENTS
The bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, September 2019, in the Executive Director’s Conference Room. Bidders/Company representative and interested members of the public Including relevant professional bodies, civil societies and non-government Organizations are hereby invited to witness the opening.
7.0. GENERAL INFORMATION:
i. Certificate may be referred to the respective using authority for verification and authentication
ii. Bids submitted after the deadline for submission would be returned un-opened
iii. Bidders should not bid for more than one (1) Lot
iv. All costs of submission of tender document will be borne by the bidders
v. All pre-qualified bidders will be contacted as a later date for financial bid opening while financial bids of unsuccessful bidders will be retuned unopened.
vi. The Lagos International Trade Fair Complex, Management Board is not bound to re-qualify any bidders and reserves the right to annual the procurement process with Section 28 of the Public procurement Act 2007.
vii. All submission must be made only in English Language
