INVITATION FOR BIDS (IFB)

1.0 BACKGROUND
The Lagos State Infrastructure Asset Management Agency (LASIAMA) in pursuance of its infrastructural assets maintenance and management plan has embraced the culture of facility management to ensure professional maintenance of the State Public Assets.

Accordingly, the Lagos State Infrastructure Asset Management Agency (LASIAMA) has secured necessary approval to execute some capital projects as part of its statutory mandates and intends to apply part of the budgetary allocation for the execution of the following projects:

LOTS 1
Facility Management of Folarin Coker, Alausa Secretariat, Ikeja.
I.D NOS: IAM/LASIAMA/192/ W/NCB/FM/03/1
Duration: 12 Months

LOTS 2
Facility Management of Lagos State Waterways Authority, Falomo Lagos Island.
I.D NOS: IAM/LASIAMA/131/ W/NCB/FM/04/19
Duration: 12 Months

Project Scope
a. General Cleaning Services
b. Architectural Maintenance and Repairs
c. Structural Maintenance and Repairs
d. Mechanical/ Electrical Maintenance and Repairs
e. Pest Control and Fumigation
f. Security Management
g. Power Management
h. Sewage & Waste Management

2.0 The Lagos State Infrastructure Asset Management Agency (LASIAMA) now invites sealed bids from eligible contractors for the above contracts as detailed in the bidding document:

3.0 QUALIFICATION REQUIREMENT/ELIGIBILITY CRITERIA
Interested and competent Contractors who wish to participate in the bidding process as described above will be required to submit the following documents:
a. Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.
b. Last 3 years (2016, 2017 & 2018) Company Tax Clearance Certificate.
c. Possession of experience as a Prime Contractor in at least (3) projects of similar nature and complexity with verifiable letter of contract award and certificate of job completion within the last Five (5) years.
d. Detailed Company Profile and Organization Structure including names and telephone numbers of key personnel (Technical/Managerial) with their Professional Certificates.
e. Evidence of financial capability (Reference letter from reputable bank).
f. Copies of VAT Registration with TIN number and evidence of VAT remittances for the last 3 years.
g. Company’s Audited Accounts for the last three years.(2016,2017 & 2018).
h. Evidence of Payment of Tax and Development levy for the last 3 years (2016, 2017 &2018) for two Directors.
i. Evidence of current registration with Lagos State Public Procurement Agency in appropriate Class.
j. A sworn Affidavit that all documents submitted is genuine and verifiable.
k. Any additional information that may enhance your bid.

4.0 NOTE:
i. Additional details are provided in the Bidding Documents.
ii. All claims must be adequately substantiated with documents and must be verifiable.
iii. The Agency shall deal directly with only the authorized officers of interested companies and not their agents.
iv. This bidding exercise shall not be construed as a commitment on the part of LASIAMA to award the contracts to anyone or even award any contracts at all.
v. The Agency (LASIAMA) will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with site inspections or responses to this invitation.

5.0 PRE-BID MEETINGS.
Attendant at the pre-bid meeting is mandatory. The pre-bid meeting will be held at Office of Facility Management and Maintenance, on Friday 20th September, 2019 at 12.00 noon.
A Maximum of two people per bidder is allowed. No subcontractors are allowed at the initial pre-bid meeting. Please identify the people from your firm who will be attending the meeting (48) hours prior to the meeting

All questions and inquires will be answered via electronic mail and provided to all participants to ensure fairness in the process.

7.0 COLLECTION OF BID DOCUMENTS. A complete set of Bidding Document in English Language may be obtained by interested bidders at the above address, upon the submission of a written application to: The General Manager, Lagos State Infrastructure Assets Management Agency, beside GT Bank, Secretariat, Alausa, Ikeja from 9:00 Hours on Monday 16th September, 2019.

8.0 SUBMISSION OF BID DOCUMENTS: Bids must be enclosed in a sealed envelope addressed to: The General Manager, Lagos State Infrastructure Assets Management Agency, Alausa Secretariat, Ikeja and delivered at the same address on or before 1:00 pm on Monday 30th September, 2019. Late bids will be rejected.
9.0 BID OPENING: Bids will be opened in the presence of Bidders’ Representatives who choose to attend on Monday 30th September, 2019 at 1:00 pm, at the Conference Room of the Lagos State Infrastructure Assets Management Agency, Alausa Secretariat, Ikeja-Lagos.
