INVITATION FOR BIDS (IFB)
IFB NO: UBEC /LASUBEB/ 2018/NCB/W-G/14/19
INFRASTRUCTURAL DEVELOPMENT IN LAGOS STATE PUBLIC SCHOOLS

1. Lagos State Universal Basic Education Board (LASUBEB) in pursuance of its mandate and in compliance with the requirement of the Lagos State Public Procurement Agency Law 2011 (as amended in 2015), has received funds for Y2018 UBEC/LASUBEB INTERVENTION PROJECTS and intends to apply part of it for procurement of Works and Goods.

2. Lagos State Universal Basic Education Board now invites sealed bids from eligible and qualified bidders for the Construction of Blocks of Classrooms, Rehabilitation of Blocks of Classrooms, Supply of Furniture and Establishment of Boreholes and Overhead Tanks for Public Schools as indicated below:

Bidding will be conducted through the National Competitive Bidding (NCB), a procedure specified in the Lagos State Public Procurement Guidelines for Procurement of Works and Goods.

4. Interested eligible bidders may obtain further information from and inspect Bidding Documents at the Procurement Unit, SUBEB, Maryland from 9.00am to 4.00pm; Monday to Friday.

Qualification Requirements:
i. Evidence of Registration with Corporate Affairs Commission including CAC certificate and Articles of Association.
ii. Evidence of current and valid Registration with Lagos State Public Procurement Agency in appropriate class.
iii. Current Tax Clearance Certificate of the Company and two Directors for the last three years (2016, 2017 & 2018)
iv. Company profile and organizational structure with the CV of key personnel/support with professional certificates.
v. Certificate of compliance with the provision of Pension Reform Act 2004 issued by the National Pension Commission (PENCOM) for 2016, 2017 & 2018.
vi. Availability (own/lease/hire) of the essential equipment as listed in the Bidding Data Sheet.
vii. Experience as a prime Contractor in carrying out 2 project(s) of similar nature and complexity equivalent to the works over the last five (5) years (to comply with this requirement, the work cited should be at least 70% complete) including the following details: Name of Project Scope of Work Brief description Contract Value Clients Nature of Contract Name and address of a referee in client’s company Documentary evidence of technical equipment and key personnel to execute the job Letter of awards and Certificate of completion for the works executed in the past.
viii. Evidence of 3 years Development Levy for two Directors (2016, 2017, & 2018). ix. Copies of VAT Registration with TIN No. and evidence of VAT Remittance for 3 years. (2016, 2017 & 2018) x. Evidence of the Company’s financial capability (Submission of audited Balance sheet or other financial statements for the last 3 years – 2016, 2017 & 2018) and Bank support.
xi. A sworn affidavit that all documents submitted is genuine and verifiable.
xii. Any additional information that may enhance your bid.
xiii. A complete set of Bidding Documents in English Language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of non-refundable fee of Twenty Thousand Naira (N20,000) for Construction of Classrooms/Fence, payment of non-refundable fee of Ten Thousand Naira (N10,000) for the supply of Furniture and also a non-refundable fee of Five Thousand Naira (N5,000) for the construction of Water Supply and Sanitation. Payment should be made to Wema Bank, Maryland Branch, Account No. 0121285270, Branch Code 069, Revenue Code 4020023, Ministry Code: 4620000.
xiv. Bids must be delivered to the address below on or before 12.00 noon of Tuesday 3rd December, 2019.

Electronic bidding will not be permitted and late bid will be rejected. Bids will be opened in the presence of the bidders or bidders’ representatives who choose to attend in person at the SUBEB Hall at 12.00 noon on Tuesday 3rd December, 2019.

All bids must be accompanied by Bid Security of 2% of Bid Price.
xv. Submission of Bids: Interested bidders are expected to submit three copies (1 original and 2 copies) of their bid in a sealed envelope.
xvi. Bidders may bid for one or more lots as bids will be evaluated on lot by lot basis.

Bids shall be submitted in sealed envelopes with the outer envelopes marked Project Title and Lot No. submitted between the hours of 9.00am to 4.00pm (Monday to Friday) daily into a Bid Box located in the SUBEB Reception Area.
