INVITATION TO PRE QUALIFICATION AND TENDER FOR NEEDS ASSESSMENT OF NIGERIAN UNIVERSITIES SPECIAL PRESIDENTIAL INTERVENTION PHASE II

A.   INTRODUCTION

The Lagos State University, Ojo, is about to utilize the Fund for Needs Assessment for Nigerian Universities Special Presidential Intervention Phase II projects. The University wishes to invite reputable, competent and qualified firms with proven track records and expertise in the various areas of work, to express interest in the various allocated LOTS as indicated below:

8Refurbishment of Sports Complex at Epe & Ojo Campuses

B.  PRE-QUALIFICATION REQUIREMENTS

To be considered, potential companies are required to submit all the under-listed verifiable documents:

(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Certified Articles and Memorandum of Association, and Forms CAC2 and CAC7;

(b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31 December, 2019;

(c) Evidence of current Pension Compliance Certificate valid till 31 December, 2019;

(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2019;

(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2019;

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP

(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Lagos State University, Ojo or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

(h) Company’s Audited Accounts for the last three (3) years – 2016, 2017, 2018;

(i)  Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

(j)   Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.);

(k)   Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;

(I)   List of Plants/Equipment with proof of Ownership/Lease (where applicable);

(m)  For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)

(n)  All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter

Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

Please, note that the Originals of documents would be requested and therefore, should be made available for sighting whenever required.

The opening of the bids follows immediately after close of submission.

C.   COLLECTION OF TENDER DOCUMENTS

Bid documents shall be made available to interested companies on presentation of evidence of payment of Tender fee of Ten thousand Naira only (N10,000.00), into LASU Third Party Account at Sterling Bank Pic, LASU Branch (0006594081) and the receipt issued by the Lagos State University Bursary in respect of the Tender. All tender documents should be collected at the Office of the Registrar, Administrative Block II, Ojo LASU Campus, Lagos.

D.  SUBMISSION OF TENDER DOCUMENTS

Interested bidders are expected to put the technical bid in separate sealed envelope and financial bid in another sealed envelope, with each envelope distinctively labelled to indicate its nature, while the two (2) envelopes should be put in a bigger sealed envelope, indicating Company’s Name, particulars and Name of the Lots, in line with the three (3) envelopes system of tendering. Envelope for each lot should be clearly marked as may be applicable. It should be addressed to the Vice Chancellor, Lagos State University, Ojo and submitted at the Office of the Registrar, Administrative Block II, Ojo LASU Campus, Lagos not later than 11:30am on Monday 21 October, 2019.

E.   OPENING OF TECHNICAL BIDS

Only the technical bids will be opened immediately after the deadline for submission at 11:30 a.m. on Monday 21 October, 2019 at the Lagos State University Old Senate Chamber, Ojo, Lagos, in other/all other presence of the prospective bidders. Please note that:

(i)   The University reserves the right to reject any or all pre-qualification packages.

(ii)   The University will deal only with Authorized Officers of the tendering companies and not through individuals or agents acting on their behalf.

(iii)   No bidder should bid for more than two (2) Lots. Separate bid must be submitted for each Lot

(iv)   Any bidder that encloses technical and/or financial bid(s) of more than one (1) Lot in a single envelope will have his bid rejected.

(v)   The University is not bound to award more than one (1) contract to the same Contractor.

(vi)  Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;

(vii)  The University is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
