INVITATION FOR PRE-QUALIFICATION FOR YEAR 2019 CAPITAL PROJECTS FOR THE MARITIME ACADEMY OF NIGERIA
In companies with the Public Procurement Act 2007, the Maritime Academy of Nigeria invites competent and reputable companies with proven experience to submit pre-qualification document for the under-listed Projects.
2.0 PROJECT DESCRIPTION:

3.0 GENERAL ELIGIBILITY CRITERIA
(i) Evidence of Certificate of Registration with Corporate Affairs Commission (CAC).
(ii) Evidence of company’s VAT Registration with TAX Identification Number (TIN).
(iii) Company’s current Tax Clearance Certificate for the last three (3) years (2016, 2017, 2018) valid till December 2019.
(iv) Evidence of certificate of compliance from PENCOM in accordance with the pension reform act 2004 valid till December, 2018.
(v) Evidence of certificate of compliance with contribution to Nigeria Social Insurance Trust Fund (NSITF) valid till December 31, 2018.
(vi) Evidence of Certificate of compliance with Industrial Training Fund (ITF) valid till December 31, 2018.
(vii) Evidence of Registration with the Categorization and classification in the Bureau of Public Procurement (BPP), valid till January 1, 2019.
(viii) Company profile stating registered office and functional contact address (including e-mail address and telephone number(s)).
(ix) Attach Affidavit that (1) none of the Directors of the company has been convicted in any court of law for any criminal offence (2) that the company is not in receivership or subject of any form of insolvency or bankruptcy (3) Confirmation of all information presented in the bid are true and correct in all particulars (4) No of staff or officer of the relevant committees of the MAN or Board Member is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
(x) Evidence of company’s financial capability with inclusion of:
(a) Reference/evidence of support from a reputable bank indicating willingness to provide credit facility for the execution of the project when needed.
(b) Company’s Audited Account for the last three (3) years (2016, 2017 and 2018) duly signed by ANAN/ICAN licensed Auditors.
(xi) List of Plants/Equipment with proof of ownership/lease (where applicable)
(xii) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualification (in case of construction: COREN, QSRBN, ARCON, CORBON etc.).
(xiii) Verification documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of the Award, Valuation Certificates, Job Completion Certificates and Photographs of Projects;
(xiv) For Joint/partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV Partner
4.0 SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
(i) Bidder are to submit pre-qualification document for each of the lot two (2) hard copies each of the bids packed in sealed envelopes and clearly marked as Pre-qualification bids and addressed to the Rector Maritime Academy of Nigeria, 4 College Road, P.M.B 1089 Oron, Akwa Ibom State and clearly marked the specific project and lot of intent for example “Construction of New Marine Engineering Workshop at the Maritime Academy of Nigeria (LOT 4)”
(ii) Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated box at the Procurement Department of Maritime Academy of Nigeria.
5.0 OPENING OF PRE-QUALIFICATION DOCUMENTS
The Prequalification Documents will be opened immediately after the deadline for submission at 12:00 Noon on Friday 14 June, 2019 at Cadets Smoke Room, Maritime Academy of Nigeria in the presence of the representative of the Companies, Professional Bodies, NGOs and interested members of the general public. Ensure that you sign the bid submission register in the office of the Rector and Procurement Department as the Authority will not be held liable for misplaced or wrongly submitted bids
6.0 GENERAL INFORMATION
Interested companies should submit bound bid documents duly signed, paginated separated by dividers and arranged in the order outlined hereunder:
(i) Tender submitted after the 12:00 noon deadline of 14 June, 2019 will not be accepted.
(ii) Bids must be in English Language and signed by an official authorized by the bidder
(iii) Bids submitted after deadline for submission would be returned un¬opened
(iv) All costs incurred as a result of this tender invitation and any subsequent requests for information shall be borne by the bidding companies and only short-listed companies will be contacted.
(v) All CAC, VAT, PENCOM, ITF NSITF and Tax Clearance Certificate submitted shall be referred to security and other relevant Agencies for security and authentication.
(vi) This invitation shall not be construed to be a commitment or obligation on the part of the Maritime Academy of Nigeria for award of any form of contract to any respondent nor shall it entitle any company/firm submitting documents to claim an indemnity for the Maritime Academy of Nigeria.
(vii) The Maritime Academy of Nigeria also reserve the right to invoke the provision of Section 28 of the Public Procurement Act (PPA) 2007 without incurring any liability to the bidders
(viii) Maritime Academy of Nigeria will deal only with authorized officers of the companies submitting document and NOT through individual’s agents.
(ix) Maritime Academy of Nigeria is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring liability in accordance with Section 28 of the Public Procurement Act 2007.
(x) Late submission will be rejected and returned un-opened All documents for submission must be transmitted with a Covering/ Forwarding Letter Head by the Corporate Affairs Commission (CAC), Contact Address Telephone Number (Preferably GSM No.) and e-mail address. The Letterhead paper must bear the Name and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
Note: Failure to comply with items 1-11 above will lead to disqualification of the bid.
