INVITATION TO TENDER FOR YEAR 2019 APPROPRIATION BIDS FOR THE MARITIME ACADEMY OF NIGERIA (TECHNICAL AND FINANCIAL)
The Maritime Academy of Academy of Nigeria in compliance with the Public Procurement Act 2007 hereby invites interested and credible companies with relevant proven competence and experiences to submit tenders (Technical and Financial Bids) for the execution of under-listed projects.
2.0 PROJECT DESCRIPTION:

|Lot 2||Supply of office stationeries and Cadets’ training equipment at the Maritime Academy of Nigeria.|
|Lot 3||Renovation of School of Maritime Studies Block at the Maritime Academy of Nigeria.|
|Lot 4||Procurement of Two (2) Units Brand new 30 seats 2018 Coaster bus (Petrol Engine) for the Maritime Academy of Nigeria|
|Lot 5||Procurement of Two (2) Units Brand New 2018 Hiace Bus (Long wide High Roof) for the Maritime Academy of Nigeria|
|LOT 6||Procurement of Two (2) Units brand new 2018 Hilux Pick Up Van (Tapping) for the Maritime Academy of Nigeria.|
|LOT 7||Procurement of One (1) No. of 508 Peugeot to the Maritime Academy of Nigeria|
GENERAL ELIGIBILITY CRITERIA
(i) Evidence of Certificate of Registration with Corporate Affairs Commission (CAC) and form C02 and C07
(ii) Evidence of Company’s VAT Registration with Tax Identification Number (TIN).
(iii) Company’s current Tax Clearance Certificate for the last three (3) years (2016, 2017, 2018) valid till December 2019.
(iv) Evidence of Certificate of Compliance from PENCOM in accordance with the Pension Reform Act 2004 valid till December, 2019.
(v) Evidence of Certificate of Compliance with contribution to Nigeria Social Insurance Trust Fund (NSITF) valid till December 31, 2019
(vi) Evidence of Certificate of Compliance with Industrial Training Fund (ITF) valid till December 31, 2019.
(vii) Evidence of Registration with the Categorization and classification in the Bureau of Public Procurement (Interim BPP certificate), valid till January 1, 2020.
(viii) Company Profile stating registered office and functional contact address (including e-mail address and telephone number(s)).
(ix) Attach Affidavit that (1) none of the Directors of the company has been convicted in any court of Law for any criminal offence (2) that the company is not in receivership or subject of any form of insolvency or bankruptcy (3) Confirmation of all information presented in the bid are true and correct in all particulars (4) No of staff or officer of the relevant committees of the MAN or Board Member is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
(x) Evidence of Company’s financial capability with inclusion of:
(a) Bank Reference letter/evidence of support from a reputable Bank (Please attached company’s statement of account for the last 6 months)
(b) Company’s Audited Account for the last three (3) years (2016, 2017 and 2018) duly signed by ANAN/1CAN licensed Auditors.
(xi) List of Plants/Equipment with proof of Ownership/Lease (where applicable)
(xii) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc).
(xiii) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of the Award, Valuation Certificates, Job Completion Certificates and Photographs of Projects;
(xiv) Letter of authorization to sign Tender documents with MAN( properly executed power of Attorney or Board Resolution required)
(xv) Evidence of non-refundable tender fee (Payment Receipt) of 10.000.00 (Ten Thousand Naira)
3.0 COLLECTION OF TENDERS DOCUMENTS
Interested Bidders are to pay a non-refundable Tender fee of 10,000:00 (Ten Thousand Naira) in the MAN account through E-TRANSZACT PLATFORM IN ANY COMMERCIAL BANK (EXCEPT ZENN1TH BANK) and present receipt and teller to the Bursary Department of MAN for Issuance of treasury receipt and present same to the Procurement staff before collection of bidding document between the hours of 10:00am and 4:00pm daily from 31 July to 11 September, 2019 before 12 noon
4.0 SUBMISSIONS OF TENDERS DOCUMENTS
Completed tender documents should be in two hard copies (marked ‘’Original” and ’Copy”) each for both Technical and Financial Bids with soft copy of financial bid only, packaged in two separated wax sealed envelopes clearly marked at the top right corner of each envelope stating the title of the project i.e ’’Technical Bids for Lot 1” and “Financial Bids For Lot” and at the reverse side the name of the company should be boldly written. Both envelopes shall then be put in a larger envelop clearly marked at the top right corner stating the title of the project and be left in the appropriate tender Box at the procurement department to be addressed to: Rector Maritime Academy of Nigeria, 4 College Road, P. M. B. 1089 Oron, Akwa Ibom State”.
5.0 OPENING OF TENDER DOCUMENTS
The Technical bids shall be opened immediately after the deadline for submission at 12.00 Noon on Wednesday 11 September, 2019 at the Cadets Smoke Room, Maritime Academy of Nigeria. Bidders/Company representatives, relevant Professional Bodies, civil society. NGOs and interested members of the general public are hereby invited to witness the opening of the Technical bids.
PLEASE NOTE THAT
(i) Bid must be in English Language and signed by an official authorized by the bidder.
(ii) Bids submitted after the deadline for submission would be returned un-opened.
(iii) All cost will be borne by the Bidders
(iv) All pre-qualified bidders will be contacted at a later date for financial bid opening.
(v) Maritime Academy of Nigeria is not bound to prequalify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in the accordance with section 28 of the Public Procurement Act 2007.
(vi) Ensure that you sign the bid submission register in the Office of the Rector arid Procurement Department as the Authority will not be held liable for misplaced or wrongly submitted bids,
