INVITATION OF TENDER FOR 2018 ZONAL INTERVENTION PROJECTS
The Metallurgical Training Institute, Onitsha is a Federal Government Owned Institute with the mandate to train Low/Middle Level Technical Manpower in Maintenance and Repair Works for the Steel and Allied Industries in Nigeria. The Institute hereby invites reputable and qualified companies to tender for, Construction and Procurement of these items under its 2018 Zonal Intervention Project:
B. SCOPE OF GOODS
CATEGORY A: WORKS
PROJECT DESCRIPTION: Provision of Solar Street Light in Ogbaru, Anambra State
PROJECT DESCRIPTION: Provision of Solar Street Light in various Farm Settlements in Ogbaru LGA, Anambra State
CATEGORY B: GOODS
PROJECT DESCRIPTION: Supply of Science /Laboratory Equipment to Secondary Schools in Ogbaru, Anambra State
C. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7.
b. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2015, 2016, 2017) valid till 31st December 2018, whose declared Annual turnover correspond with those in Audited Accounts.
c. Evidence of Current Pension Compliance Certificate valid till 31st December, 2018.
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) of the Bureau of Public Procurement (BPP) in respect of current Interim Registration Report (IRR) expiring 30/06/2019 or valid Certificate issued by BPP.
g. Current Sworn Affidavit disclosing
- That the company is not in receivership, insolvent or bankrupt
- That the company does not have any Director who has ever been convicted in any court of law in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety
- Whether or not any officer of the relevant committees of Metallurgical Training Institute, Onitsha or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
h. Evidence of Company’s Audited Accounts for the last three (3) years (2015, 2016 & 2017)
i. Evidence of Financial Capacity to execute the project by submission of Reference Letter from a reputable Bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Detailed Company Profile to include the Names, Phone number, Curriculum Vitae and credentials of Technical and Professional Staff to be deployed for the project and copies of their Academic/Professional qualification.
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates and Job Completion Certificates.
l. Evidence of Authorization from the Original Equipment Manufacturers (Lot 3).
m. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
D. COLLECTION OF TENDER DOCUMENTS
Interested and competent Bidders should collect the Standard Bidding Document from the Procurement Department, Room 6, Metallurgical Training Institute, Onitsha from Mondays to Fridays, between 9:00am – 3:00pm, on evidence of payment of non-refundable tender fee of N10,000.00 per Lot, paid into the Metallurgical Training Institute, Onitsha’s Remita Account, in any reputable commercial bank in Nigeria.
E. SUBMISSION OF TENDER DOCUMENTS
Completed tender documents should be three (3) hard copies each (marked Original & Copies) for both Technical & Financial Bids which should be in two separate sealed envelopes clearly marked at the top right corner of each envelope stating the title of the project i.e. TECHNICAL BIDS FOR LOT 1” & “FINANCIAL BIDS FOR LOT 1” and at the reserve side the name of the company should be boldly written. Both envelopes shall then be put in a larger envelope clearly marked at the top right corner stating the title of the Metallurgical Training Institute, Km/ 6/7 Onitsha – Owerri Road, Onitsha and deposited in the box provided at the Procurement Department of the Institute, Room 6 not later than Monday, 8th April, 2019 at 12:00 noon. Please make sure that you sign the Bid Submission Register at Procurement Office.
F. OPENING OF BID
Opening of technical bids will be in the Institute’s Board Room on Monday, 8th April, 2019 at 12:00 noon in the presence of Bidder’s Company Representative and Members of the Public including relevant Professional Bodies, Civil Society and Non- Governmental Organizations. The above listed organizations are hereby invited to witness the public opening. Only pre-qualified bidders will be invited at a later date for financial bid opening while financial bids of unsuccessful bidders will be returned unopened.
G. GENERAL INFORMATION
• Bids must be in English Language and signed by an official authorized by the bidder
• Bids submitted after the deadline for submission would be returned un-opened
• All costs will be borne by the bidders
• Metallurgical Training Institute, Onitsha reserves the right to verify claims made in the returned tender documents
• The Metallurgical Training Institute is not bound to pre-qualify any bidders and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
