1. The Ministry of Energy & Electricity on behalf of Edo State Government intends to apply part of its approved budgetary provision for year 2019 to cover eligible payments for goods, works, related services contracts FOR THE SUPPLY AND INSTALLATION OF STREET LIGHTS IN EDO STATE. Bidding is open to all eligible bidders in line with Part IV Sections 21 (3) of the Edo State Public Procurement Law 2012 / EDPPA’s Procurement Guidelines (current edition). Bidders are advised to note the following minimum criteria to qualify for the award of the contract

a. Have the necessary professional and technical qualifications, managerial competence, bonafide reputation, financial viability, equipment, and other physical facilities, including after sale service where appropriate, and qualified personnel to perform the contract
b. Possess the legal capacity to enter the procurement contract
c. Not be in receivership, insolvent, bankrupt or being wound-up, being suspended, or be the subject of any proceedings of the foregoing
d. Have fulfilled all fiscal obligations
e. Not have any directors who have been convicted in any country for criminal offence related to fraudulent or corruptive practices, or criminal misrepresentation falsification of facts relating to any matter,
f. Not be declared ineligible for public financed contracts
g. Registered as a contractor with Edo State Public Procurement Agency (EDPA)

2. The Ministry of Energy Electricity now invites bids for the supply as detailed in the table below

3. Bidding documents may be purchased from the Procurement office in the Ministry of Energy Electricity from 30th September to 21 October, 2019 between the hours of 9 tum and 3.0pm on Mondays to Fridays, except on public holidays, for a non-refundable tender fee of NGA50, 000.00 to be paid into Edo State IGR with Zenith Bank A/C No. 113004993. Interested Bidders may obtain further information from the Ministry of Energy & Electricity. Bidding documents requested by mail will be dispatched by registered post on payment of the postage cost. The Ministry of Energy Electricity will be held liable for postal delay (if any) in delivery of the documents or non-receipt of the same

4. Bids must be delivered to the State Tenders Board Secretariat Ministry of Infrastructures as detailed in the bidding documents on or before 12:00noon of 21st October, 2019 and will be opened on the same day at 12:00noon at the designated State Tenders Board Secretariat in the presence of the bidders’ or their representatives and CSOs (with mandate of ensuring transparency and accountability) who wish to attend If the office happens to be close on the date of the receipt and opening as specified, the birds will read and opened on the next working day at the same time and venue
