INVITATION FOR PRE-QUALIFICATION AND TENDERS FOR THE PROCUREMENT OF WORKS, GOODS AND SERVICES UNDER THE 2019 CAPITAL PROJECTS

1.0. INTRODUCTION
The Ministry of Niger Delta Affairs (MNDA), in furtherance of its statutory mandate, intends to implement various Goods/Works and Services projects, in line with the approved 2019 Appropriate Act and in accordance with the Procurement Act, 2007.

The Ministry, therefore, invites interest Contractors, Supplier and Services Provider with the requisite experience to submit pre-qualification Documents and/or Technical/Financial proposals where applicable, for the project of choice for the Procurement works, goods and services, to be provided as indicated in the respective lots.

2.0. The projects descriptions are listed below:

3.0. QUALIFICATION REQUIREMENTS
Interested Competent Contractors and services providers who wish to participate in the exercise are required to submit their Company’s profile, which must contain the following documents and should also be arranged in the same order
i. Evidence of certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 ad CAC7;
ii. Evidence of current Tax Clearance Certificate for the three (3) years-2016, 2017 and 2018, expiring on 31st December, 2019
iii. Evidence of current Pension Compliance Certificate Valid till 31st December 2019
iv. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2019
v. Evidence of current Nigeria Social insurance Trust Fund (NSITF) Compliance certificate valid till 31st December, 2019
vi. Evidence of Registration on the National Database Contractors, Consultants and Service Providers by submission of Interim Registration report (IRR) expiring on 31/1/2020 or valid certificate issued by BPP
vii. Sworn Affidavit
– Disclosing whether or not any officer of the relevant committees of the Ministry of Niger Delta Affairs or the Bureau of Pubic Procurement is a former or Present Director, shareholder or has any pecuniary interest in the bidder and to confirm that information presented in its bid are true and correct in all particulars
– That the company is capable of carrying out the services in the Niger Delta Region
– That neither the company nor any of its Directors is Bankrupt or in receivership and
– That none of the Directors has been convicted in any court of law on any criminal offence
viii. Company’s Audited Account for the last three Years (2016,2017,2018)
ix. Evidence of financial capability to execute the project by submission if Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
x. Company’s profile with Curriculum Vitae of key staff to be deployed for the project including copies of their Academic/Professional Qualification: COREN, QSRBN, ARCON, CORBON etc
xi. Verifiable documentary evidence of at least three (30 similar executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificate and Photographs of the projects
xii. List of Plants/Equipment with proof of Ownership/Lease;
xiii. For joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all eligibility requirements are compulsory for each JV partners);
xiv. Bidders are required to provide a verifiable statements on the Local Content of the Goods works or Services to be provided
xv. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firms Letter Head Bearing amongst others; the registration Numbers (RC) as issued by the Corporate Affairs Commission (CAC), contact Address, Telephone Number (Preferably GSM No.), and e-mail address. The Letterhead paper must bear the Names and Nationalities of the directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0. COLLECTION OF TENDER DOCUMENTS
Suppliers/contractors who are interested in Lot 0-22 (Goods) and Lot P1(Non-Consulting Services) are required to obtain Tender Documents from Room 3A0 0.15 Ground Floor, Federal Secretariat Phase 1, Central Business District, Abuja, upon payment of a non-refundable tender fee of Ten Thousand Naira(N10,000.00) only per Lot, into the Ministry’s TSA account, in any reputable commercial bank in Nigeria.
Contractors who are interested in Lot F3 are required to submit only pre-qualified documents at the venue indicated above

5.0. SUBMISSION OF TENDER DOCUMENTS
The completed documents for Pre-qualification for Lot F3, are to be submitted in two (2) hard copies in Room 3A 0.15, ground Floor, Federal Secretariat, Phase 1, Central Business District Abuja, not later than 12:00 Monday 28th October, 2019

The Completed Technical and Financial tender for Lot 0-22 and Lot P1 are to be submitted in MS Excel; packaged separately in sealed envelope clearly marked as technical Bid or Financial Bid. The two sealed envelope shall be put together in a bigger sealed envelope, with the appropriate Project Title and Lot No at the top right hand corner; and address as follows
