INVITATION FOR EXPRESSION OF INTEREST
FOR CONSULTANCY SERVICES

1. The Ministry of Niger Delta Affairs (MNDA), in furtherance of the directive of Mr. President and Commander in Chief of the Federal Republic of Nigeria, intends to carry out holistic Forensic Audits on the Projects Programmes and Administrations of the Niger Delta Development Commission (NDDC) since year 2001 with Fund proposed for the exercise in the Agency’s year 2019 proposed Budget and in accordance with the Public Procurement Act, 2007.

The Ministry, therefore, invites interested Multidiscipline or Joint Venture Consultants, with requisite expertise and experience to submit Expression of Interests Documents, for the projects of choice for the services to be provided in the respective states of the Niger Delta Region

2. The Consultancy Services descriptions are listed below

3. QUALIFICATION REQUIREMENTS:
Interested Competent Multi-discipline or Joint Venture Consultancy Firms who wish to participate in the exercise are required to submit the following documents and should be arranged in the this order
i. Evidence of Certificate of Incorporation, with the Corporate Affairs Commission (CAC), including Forms CAC2 and CAC7 or Business Name where applicable;
ii. Evidence of Company’s Income Tax Clearance Certificates (or Personal Income tax Clearance certificate for all the Partners where applicable) for the last three (3) years 2016, 2017&2018 valid till 31st December 2019
iii. Evidence of current Industrial Training Fund (ITF) Compliance Certificate, valid till 31st December, 2019;
iv. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate, valid till 31st December, 2019
v. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st January 2020 or valid Certificate issued by the BPP
vi. Sworn Affidavit
a. disclosing whether or not any officer of the relevant committees of the Ministry of Niger Delta Affairs or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
b. That the Company is capable of carrying out the services in the Niger Delta region:
c. That neither the Company nor any of its Directors is Bankrupt or in receivership and
d. That none of the Directors has been convicted of any criminal offence in any court of law;
vii. Company’s Profile, with Curriculum Vitae of Key Staff to be deployed for the project, including copies of their academic/Professional qualifications such as ICAN, ANAN, ACCA etc.
viii. Verifiable documentary evidence of at least three (2) similar job executed in the last five years, including letters of awards, valuation certificates, job completion certificates and photographs of the projects
ix. Company’s Audited Accounts for the last three years 2016,2017&2018 ;
x. Evidence of Financial Capability to execute the project, by submission of reference letter from a reputable Commercial Bank in Nigeria, indicating the willingness to provide credit facility for the execution of the projects when needed
xi. Evidence of Firm’s Practice License issued by ICAN, ANAN or any related professional body(ies)
xii. Evidence of current Certification issued by recognized Forensic Audit Regulatory Body
xiii. Evidence of Firm’s current registration with the Office of the Auditor-General of the Federation;
xiv. Evidence of registration with the Federal Ministry of Environment to conduct Environmental Impact Assessment (EIA)
xv. Verifiable statement on the Local Content of the Services to be provided
xvi. For Joint Ventures/Partnerships, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR, ECS& Sworn Affidavit and all basic required documents are compulsory for each JV partner);

4. METHOD OF APPLICATION
4.1. Consultancy Firms or Joint ventures, who are interested in providing the needed Consultancy Services are to submit profiles, all Documents for submission must be transmitted with a Covering forwarding letter on the Company’s:/Firm’s Letter-headed paper bearing amongst others, the registration No (RC), as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone No (preferably GSM No) and e-mail address. The letter-headed paper must bear the names and nationalities the Directors of the Company at the bottom of the page and duly signed by the authorized officer of the Firm

5. SUBMISSION OF EOI DOCUMENTS
5.1. The Completed Expression of Interest (EOI) are to be submitted in two (2) hard copies, with the appropriate Project Title and Lot No at the top right hand corner, and addressed as follows:

Furthermore, the reverse side of each sealed envelope should bear the name and address of the bidder, and submitted in room 3A 0.15, Ground Floor, Federal Secretariat Complex, Phase1, not later than 12:00 noon on Tuesday, 5th November, 2019

6. OPENING OF EOI DOCUMENTS
6.1. The Expression of Interest documents will be opened immediately after the deadline for submission at 12:00 noon on Tuesday, 5th November, 2019 at the SGF Conference room, ground floor, in the presence of Bidders or their Representatives and Statutory observers.

NOTE
i. The Ministry may verify any or all the claims made by bidders and shall disqualify any company whose claims are found to be false, in addition to other sanctions that may be deemed necessary
ii. Bidders who have worked for the Ministry and have History of poor performance, abandonment or prolonged contract execution period need not apply
iii. This advertisement shall not entitle firm(s) to make any claims whatsoever, and/or seek any indemnity from the Ministry:
iv. All costs incurred in responding to this advert and pre-qualifying for the projects shall be borne solely by the Bidders
v. All Bidders are not allowed to bid for more than two (2) Lots, contravention is automatic disqualification;
vi. All submission pages must be duly initialed by an authorized staff of the Company
vii. Only short-listed firms at EOl’s evaluation will be contacted at a later date for collection of Request for Proposals
viii. Consultancy firms who have undertaken contracts with the NDDC within the period under review (2001-August 31 2019)need not apply
ix. Non-Compliance to the instructions will lead to disqualification
x. The Ministry of Niger Delta Affairs is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
