INVITATION TO TENDER/EXPRESSION OF INTEREST FOR THE EXECUTION OF 2019 CAPITAL/ZONAL INTERVENTION PROJECTS OF THE NAPTIP
The National Agency for the Prohibition of Trafficking in Persons (NAPITP), implements its 2019 Capital/ Zonal Intervention Appropriation Projects. Therefore, in compliance with the Public Procurement Act 2007, the Agency invites interested, competent and reputable Contractors with relevant experience, good records and authentic documents to submit tender for the execution of the following:
CATEGORY A (CAPITAL)

(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
(b) Evidence of Company Income Tax Clearance Certificate for the last three (3) years (2016, 2017 and 2019) valid till 31st December, 2019);
(c) Evidence of current Pension Compliance Certificate valid till 31st December, 2019
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
(e) Evidence of Nigeria Social Insurance Trust Fund (NSFIT) Compliance Certificate valid till 31st December, 2019;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2070 or valid Certificate issued by BPP.
(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Agency for the Prohibition of Trafficking Persons (NAPTIP) or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, that the company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibility if engaged and to confirm that all information presented in its bid are true and correct in all particulars;
(h) Company’s Audited Accounts for the last three (3) years – (2016, 2017 and 2018);
(i) For Motor Vehicle’s procurement “only companies included in the National Automotive Design and Development Councils approved list of local manufacturers of vehicles or their authorised representatives should bid for the procurement”;
(j) Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(k) Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc);
(l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(m) List of Plants/Equipment with proof of Ownership/Lease (where applicable);
(n) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner)
(o) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Finn-s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and email address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4.0 COLLECTION OF BIDS DOCUMENT:
Interested bidders shall collect solicitation documents from the Procurement Unit of the Agency at Plot 2028 Dalaba Street, Wuse Zone 5, Abuja within the working hours of 10am-4pm of working days upon the presentation of evidence of payment of a non-refundable tender fee of Ten Thousand Naira (N10,000.00) only in favour of FGN-NAPTIP through any of the e-Collection channels (Bank branches, Internet banking and Remita Collection Platform) to the NAPTIP TSA account number 032601100100, domiciled in CBN.
Interested firms for Consultancy Service are not expected to make any payment until they are shortlisted for Request for Proposal (RFP).
SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid” Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Director-General/CEO National Agency for Prohibition of Trafficking in Persons and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at NAPTIP reception, plot 2028 Dalaba Street Wuse Zone 5, Abuja not later than 12:00Noon Monday 9 September, 2019.
SUBMISSION OF EOI
Interested firms are to submit two (2) bound of Expression of Interest (EoI) Documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to The Director-General/CEO, Director- General/CEO National Agency for Prohibition of Trafficking in Persons and clearly marked with the name of the project and the lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box it NAPTIP reception, plot 2028 Dalaba Street, Wuse Zone 3, Abuja not later than 12:00 Noon Thursday 15 August, 2019.
OPENING TENDER DOCUMENTS/EXPRESSION OF INTEREST (EOI)
The EOI documents will be opened immediately after the deadline for submission at 12:00Noou Thursday 15 August, 2019 at NAPTIP Headquarters at Plot 2028 Dalaba Street, Wuse Zone 5, Abuja in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register at NAPTIP Reception. NAPTIP Headquarters NAPTIP will not be held liable for misplaced or wrongly submitted bids. (a) EOI/Bids must be in English Language and signed by an official authorized by the bidder:
(b) EOI/Bids submitted after the deadline for submission would be returned un-opened;
(c) Only firms shortlisted in the EOI will be invited to collect Request for Proposal (RIP)
(d) Bidders should not bid for more than two (2) Lots:
(e) All costs will be borne by the bidders;
(f) All pre-qualified bidders for Invitation Tender will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned un-opened;
(g) All required documents may be referred to the Security Agencies, Corporate Affairs Commission (CAC), Federal Inland Revenue a Service (FIRS), PENCOM, ITF and other relevant bodies for verification.
(h) Please note that category A (CAPITAL) and Category B (Zonal Intervention Projects -ZIP) should be clearly marked at the back of the envelops and sealed for both Financial and Technical (separate as Works, Goods, Services)
(i) All shortlisted bidders for EoI will be contacted at a later date for collection of tender documents.
(j) The NAPTIP is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance will, Section 28 of the Public Procurement Act 2007.
