INVITATION FOR TENDER (TECHNICAL AND FINANCIAL)
The National Board for Technology Incubation (NBTI) invites interested and reputable Contractors/ Companies with relevant experience and good track records to apply for Tender for the various projects of its under listed Centres for its 2019 Capital Appropriations:
2. SCOPE OF WORKS
(A) National Board for Technology Incubation North-Central Zonal Office – Zone C (Minna)
Lot NCI: Development and Renovation of Facilities at the Zonal Office
(B) TECHNOLOGY INCUBATION CENTRE MINNA, NIGER STATE
Lot NC2: Rehabilitation / Repairs – Housing
Lot NC3: Construction / Provision of Water Facilities
(C) TECHNOLOGY INCUBATION CENTRE JOS, PLATEAU STATE
Lot NC4: Renovation of Office and Residential Building
Lot NC5: Perimeter Fencing
Lot NC6: Capacity Building for Staff
(D) TECHNOLOGY INCUBATION CENTRE ILORIN, KWARA STATE
Lot NC7: Development of Facilities and Ten (10) Incubation Units
Lot NC8: Procurement of Equipment for Packaging and Labelling Products for Commercialization
(E) TECHNOLOGY INCUBATION CENTRE ILORIN, MAKURDI, BENUE STATE
Lot NC9: Development and Renovation of Facilities
Lot NC10: Fencing
(F) TECHNOLOGY INCUBATION CENTRE ILORIN, LAFIA, NASARAWA STATE
Lot NC11: Water and Power Supply
(G) TECHNOLOGY INCUBATION CENTRE ILORIN, LOKOJA, KOGI STATE
Lot NC12: Perimeter Fencing
Lot NC13: Workshop and Laboratory Equipment
3. ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate (Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC 2 & 7;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years – (2016, 2017, 2019) expiring 31st December, 2019;
( c) Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
( d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
( e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2019;
( f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/01/2020 or valid Certificate issued by BPP;
(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of National Board for shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
( h) Company’s Audited Accounts for the last three (3) years – (2015,2016,20J7);
(i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications :
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates and Photographs of the projects;
(l) Lot NC6: Evidence of registration with Centre for Management Development.
(m) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No,), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company duly signed by the authorised officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS
Tender documents for all Centres are obtainable from the office of the Zonal Director Minna, at the Technology Incubation Centre Minna, Off David Mark, Road P.M.B 226, Minna Niger State upon payment of non-refundable tender fees of Ten Thousand Naira (N10, 000) per Lot through remita platform of the selected Technology Incubation Centre of your choice. Lot NC6 not included.
5. SUBMISSION OF TENDER DOCUMENTS
The bid documents should be returned in a sealed envelope with the Lot marked at the top left hand corner of the envelope, two (2) envelopes tendering in one bigger envelope (i.e. Technical and Financial bids in separate envelopes and both put in one big envelop).
The bid must be clearly marked as indicated above and must be returned in a sealed envelope and addressed to The Zonal Director Technology Incubation Centre, Minna, Off David Mark, Road P.M.B 226, Minna Niger State and should reach the office of the Zonal Director Technology Incubation Centre, Minna, Off David Mark, Road P.M.B 226, Minna Niger State, not later than 12:00 noon on Monday 18 November, 2019.
The EOI for Lot NC6 should be packaged in one envelope and submitted to the above address not later than 12:00 noon on Monday, 21, October, 2019.
6. OPENING OF TECHNICAL BIDS
The EOI and the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday 21, October, 2019 and 12:0 noon on Monday, 18 November, 2019 respectively, at the Zonal Office of Technology Incubation Centre, Minna, Off David Mark, Road P.M.B 226, Minna Niger State. Representatives of Bidding Companies are requested to be present as well as Civil Society organizations and interested observers.
7. IMPORTANT NOTICE
(a) This advertisement shall not be construed as a commitment on the part of the Board.
(b) Applicants are entirely liable to the veracity of the documents submitted by them.
( c) No bidder is entitled to make any claim and/or seek any indemnity from NBTI by virtue of such bidder having responded to the adverts.
( d) Only pre-qualified bidders at technical evaluation will be contacted at a later date for financial bids opening, while financial bids of un-successful bidders will be returned un-opened;
( e) The NBTI is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
