INVITATION FOR TENDER FOR THE EXECUTION OF 2019 APPROPRIATION

1.0 INTRODUCTION
The Federal Government of Nigeria has allocated funds to the National Centre for Women Development (NCWD), in 2019 Appropriation for the execution of its Projects towards achieving the mandate of the Centre.
Accordingly, the Centre wishes to invites reputable and qualified Contractors/ Service providers and Suppliers with relevant experience and good track records necessary for the execution of following projects:

3.0 ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
(b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019;
(c) Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP.
(g) Sworn Affidavit:
– Disclosing whether or not any officer of the relevant committees of the National Centre for Women Development or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– That the company is not in receivership, insolvent or bankrupt:
– That the Company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety;
(h) Company’s Audited Accounts for the last three (3) years – 2016, 2017, 2018;
(i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria; indicating willingness to provide credit facility for the execution of the project when needed;
(j) Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.);
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(l) List of Plants/Equipment with proof of Ownership/Lease (where applicable);
(m) Letter of Authorisation from Original Equipment Manufacturers is required for supply of Equipment:
(n) Only companies included in the National Automotive Design and Development Council’s approved
(l) List of local manufacturers of vehicles or their authorised representatives should bid for vehicles;
(o) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No), and e-mail address The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm
(i) Current Sworn Affidavit disclosing

4.0 COLLECTION OF TENDER DOCUMENTS (GOODS AND WORKS)
As from 29th July, 2019, interested and competent bidders are requested to collect documents from the address hereunder, upon presentation of evidence of payment of non-refundable tender fee of N10,000.00 (Ten Thousand Naira), only. Firms bidding for Consultancy Services will not pay at this stage until after shortlisting

5.0 SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)
5.1 Completed Technical and Financial bids in a separate envelope (Two sets of hard copies) shall be submitted. The two envelopes should be enclosed in a large envelope labelled “Technical and Financial Bids” with the project name, package No and lot No. at the right hand corner with company name behind for all the categories, and address to:

The document should be deposited in the Tender Boxes at the:
Office of the Head of Procurement,
National Centre for Women Development,
Central Business District Area,
Beside New CBN,
Abuja.

Submission of documents for categories ‘A’ (Works) and ‘B’ (Goods) closes 12:00 noon on Monday, 9 September 2019 while category ‘C (Consultancy Services) closes 12:00 noon on Monday, 12 August, 2019. Any bid received after the stated date and time shall be returned un-opened

6.0 SUBMISSION OF EOI DOCUMENT
6.1 Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as indicated above and clearly marked with (the name of the project and the Lot number).
6.2 Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box (state the location of the box) not later than (state the specific time and date, which must not be less than two (2) weeks, counting from the date of the advertisement)

7.0 OPENING OF BIDS/EOI
The submitted bids for categories ‘A’ (Works) and ‘B’ (Goods) will be opened immediately after the deadline for submission at 12:00 noon on Monday, 9 September 2019 while category ‘C (Consultancy Services) will be opened at 12:00 noon on Monday, 12 August 2019 at the Centre’ Board Room. Bidder/Company representative and interested members of Public, including relevant professional bodies, Civil Society and Non-Governmental Organisations are hereby invited to witness the opening of the Technical Bids.

8.0 PLEASE NOTE THAT:
(i) Certificate must be referred to the respective issuing authority for verification and authentication;
(ii) Contractors are not permitted to bid for more than two (2) lots, and any bidder that violates this rule shall be disqualified and only successful bidders will be invited for the next stage of the bidding process;
(iii) Technical and Financial bids enclosed in one and same single envelope will expose the Technical and Financial bids at the same time of opening shall be disqualified;
(iv) Submission that does not meet up with the requirement specified above shall be rejected:
(v) The evaluation shall be strictly based on the requirement specified above and as contained in the Standard Bidding Documents;
(vi) The advertisement is published for information purpose, and will not be construed as a commitment or obligation on the part of the National Centre for Women Development. The Centre is not bound to consider any bid and reserve the right to reject all bids at any time or cancel the procurement proceedings in the public interest;
(vii) Due diligence exercise shall be conducted to verify the claim made by bidders; and
(viii) All submission must be made only in English Language.
