INVITATION TO TENDER

DEADLINE: TUESDAY, 30 JULY, 2019

1. INTRODUCTION
The directorate hereby invites experienced and competent local vehicle assemblers or their representatives to submit bids for the following goods S4J at NDE Headquarters.

2. SCOPE OF WORK

LOTS DESCRIPTION
Lot 1 8 No (Eight) Pick-up 4 Wheel Drive (Double cabin)
Lot 2 1 No (One) 16 Seater Bus

ELIGIBILITY REQUIREMENTS
All bids must be accompanied with the following:
a. Evidence of Registration with the Corporate Affairs Commission (Certificate of Incorporation; Forms CAC 02 and 07)
b. Evidence of Tax clearance certificate for the last Three (3) years (2016,2017,2018) valid till 31st of December, 2019;
c. Evidence of compliance with Pension Act issued by the National Pension Commission. PENCOM Registration Certificate valid till 31st of December, 2019.
d. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2019.
e. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) compliance Certificate valid till 31st of December 2019;
f. Evidence of Registration on the National Database of federal Contractors, Consultants and service Providers by submitting Interim Registration Report (IRR) expiring on 30/6/2019 or Certificate issued by BPP;
g. Immediate past three years audited account of the company (2016,2017,2018).
h. Evidence of financial capacity bank by submission of reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
i. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Directorate of Employment or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

j. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, Job Completion Certificates;
k. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications
l. Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles;
m. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

COLLECTION OF BIDDING DOCUMENTS
Interested companies are to collect the Standard Bid Documents from the office of Ag. National
Coordinator, Procurement Unit, Federal Operations Coordinating Unit Room 402, Federal Ministry of
Finance, Headquarter, Central Business District, Abuja at no cost.

SUBMISSION OF BID DOCUMENTS
Bids must be enclosed in two (2) separate envelopes clearly marked “TECHNICAL BID” and
“FINANCIAL BID” (one “original” and one “copy”) all put in a bigger envelope clearly marked with the
project title at the right hand corner of the envelope clearly marked with the project title at the right hand
corner of the envelope and firmly secured with tamper proof seal and delivered to National Directorate
of Employment (NDE) Corporate Headquarters: Plot 1529, Nouakchott Street, Wuse, Zone 1, Abuja FCT not later than 12:00 on Tuesday, 30 July, 2019.

OPENING OF BID DOCUMENTS
i. Only the Technical bids will be publicly opened immediately after the submission deadline at 12:00 on Tuesday, 30 July, 2019, at the National Directorate of Employment Conference Room.

ii. Firms or representatives, interested member of the public, civil societies and relevant Non-
Governmental Organization (NGO) are invited to witness the opening of the “Technical Bids” as

scheduled above;
iii. Only technically qualified Companies/Contractors along with relevant stakeholders will be subsequently invited to witness the opening of the Financial Bidat a later date, while financial bids of unsuccessful bidders will be returned un-opened.

GENERAL INFORMATION
a. All bids must be in English Language;
b. This advertisement should not be construed as a commitment nor shall it entitle any Company
to make any claim whatsoever and/ or seek any indemnity from the Directorate by virtue of
such company having responded to this advertisement;
c. Non responsiveness to the Tender requirements and the tender instructions shall lead to
outright disqualification;
d. Late submission of Bids will be returned unopened;
e. Any expenses incurred by bidders in the process of responding to this advert shall not be the
Directorate’s liability;
f. Any Bid document that is not legible will be rejected;
g. The NDE is not bound to pre-qualify any bidder and reserves the right to annul the
Procurement process at any time without incurring any liabilities in accordance with Section
28 of the Public Procurement Act 2007.
