INVITATION TO TENDER
The NATIONAL INSTITUTE FOR HOSPITALITY AND TOURISM (NIHOTOUR) hereby issues the Procurement Notice to inform eligible Contactors, Suppliers, Vendors and the General Public that the institute is to undertake the Procurement of Goods and Works under its 2019 Capital Appropriation. The Institute hereby invites interested contractors of good repute and relevant experience by this notice to tender for any of the projects listed below.
2. SCOPE OF SUPPLY/WORK

3. ELIGIBILITY REQUIREMENTS
(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
(ii) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2016, 2017, 2018), expiring on 31 December, 2019;
(iii) Evidence of current Pension Compliance Certificate valid till 31 December, 2019;
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2019;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2019;
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultant and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/01/2020 or a valid certificate issued by BPP.
(vii) A Sworn Affidavit:
(a) disclosing whether or not any officer of the relevant committees of the National Institute for Hospitality and Tourism or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars,
(b) that the company is not bankrupt, in receivership or under liquidation or involved in any litigation
which can potentially affect the company’s ability to discharge their responsibility if engaged;
(c) that none of the Company’s Directors has been convicted in any country for any criminal offence
relating to fraud or financial impropriety;
(viii) Evidence of financial capability to execute the project by submission of a reference letter from a reputable commercial bank in Nigeria indicating its willingness to provide credit facility for the execution of the project when needed.
(ix) Company’s audited account for the last three (3) years (2016,2017, 2018) duly signed and stamped by ICAN/ANAN professionals;
(x) Verifiable evidence of at least three (3) similar jobs successfully executed or being executed within the last five (5) years, including Letters of Award and Valuation/Job Completion Certificate;
(xi) Company’s Profile to include names, qualifications (copies of relevant academic and professional qualifications of such personnel must be attached) and experience of key personnel in construction.
(xii) List of Plants/Equipment with proof of Ownership/Lease (for Works)
(xiii) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner); (xiv) All document for submission must be transmitted with a covering/forwarding letter, under the company/ firm letter head paper bearing amongst others, the contact address, telephone number (GSM) the letter headed paper must carry with it at the bottom of the page, the names and nomination of directors of the company and to be signed by the authorising officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS:
Interested companies should collect bid documents from the office of the Due Process/Procurement Unit between the hours of 10:00am to 3:00pm from Mondays to Fridays at the National Institute for Hospitality and Tourism Office (third block from the entrance) at No. 6 Mike Akhigbe Way Jabi, Abuja,upon the presentation of evidence of payment of non-refundable tender fee of N 10,000.00 paid into the Federal Government Treasury Single Account (TSA) in favour of the National Institute for Hospitality and Tourism as “Tender fee”.
5. SUBMISSION OF TENDER DOCUMENTS
Completed Tender Document comprising of both the technical and financial bids should be in hard and soft copies only and submitted in separately sealed envelopes labelled “Technical” and “Financial” respectively. The name of the bidding company should be boldly written at the back of these envelope clearly marked with the relevant Project Title and Lot number of the project at the top left-hand corner. It should be addressed as follows:

The deadline for submission of bids is 12:00 noon on Monday, 4 November, 2019.
6. OPENING OF TECHNICAL BIDS
The technical bid documents received will be opened immediately after the deadline for submission at 12:00 noon on 4th November, 2019 in the Tourism Lecture Room (third block from the entrance), 6 Mike Akhigbe Way, Jabi, Abuja in the presence of bidders or their representatives while the financial bids will be kept unopened. Please ensure that you sign the bid submission register in the Bid Submission Office as the Authority will not be held liable for misplaced or wrongly submitted bids. 7. GENERAL INFORMATION
(i) Bids must be in English Language and signed by an official authorised by the bidder;
(ii) Bids submitted after the deadline for submission would be returned un-opened;
(iii) Bidders should not bid for more than two (2) Lots;
(iv) All costs will be borne by the bidders;
(v) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
(vi) The NIHOTOUR is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
